APPROVING ADDENDUM NO. 2 FOR AN ADDITIONAL AMENDIV[~NT!TO THE JOINT COOPERATION AGREEMENT FOR THE COMMUNITY l~EVELOPMENT BLOCK GRANT (CDBG) PROGRAM WHE~RE~S, the City of Ramsey has previously entered into a Joint Cooperation Agreement with Alnoka County for the Community Development Block Grant (CDBG) Program; and WHEREAS, the Joint Cooperation Agreement was amended in 1989 to add Paragraph "H" under Sec~tion ~ of Special Provisions; and WHEREAS, the City of Rarnsey has been approached for approval of Addendum No. 2 for an additional amendment to the Joint Cooperation Agreement for the Community Development Block Grant (CDBD) Program; and WHEREAS, The City of Ramsey desires to continue participation in the Community Developmeat Block Grant (CDBG) Program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSE¥, /kNOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby agrees to amend the Joint Cooperation Agreement with Anok~ County for the Community Development Block Grant (CDBG) Program as follows: 2) A) Add. the following Paragraph 'T' to Section V under special provisions: Th~ parties mutually agree to take all required actions within their jurisdictions to adopt and enforce policies prohibiting the use of excessive force by their law enf9rcement agencies against individuals engaged in non-violent civil rights demonstrations and against physically barring entrance to, or exit from, facilities subject to non-violent civil rights demonsn:ations. B) Amend Paragraph "F" under special provisions to read as follows: Theiparties mutually agree to take all action necessary to assure compliance with the Cou, nty's certification required by Section 104(b) of Title I of the Housing and Community Development Act of 1974, as amended, including Tire VI of the Civil :Rights Act of 1964, the Fair Housing Act, Section 109 of Title I of the Housing and ICommunity Development Act of 1974, The Americans with Disabilities Act of 1990, and other applicable laws. Furthermore, the parties agree that the County shall not provide funding for any activities in or in support of any Municipality that .doe~ not affu'matively further fair housing within its own jurisdiction or that impedes the County's actions to comply with its fair housing certification. That the R ":arnsey City Council hereby authorizes the Mayor or City Administrator to sign addendum No. 2 to the Joint Cooperation Agreement on behalf of the City of Ramsey.
