CASE # 3 <br /> <br />REQUEST ,FOR AN AMENDED CONDITIONAL USE PERMIT; CASE OF <br />DANNY'S ALUMINUM PROCESSING, INC. (DAN KARST) <br /> ~ By: Zoning Administrator Sylvia Frolik <br /> <br />Background: : <br /> <br />On April 25, ~989, the City of Ramsey issued a conditional use permit to Mr. Dan Karst of <br />Danny's Al~nUth Processing, Inc. for an aluminum processing facility at 14050 Basalt Street <br />N.W. (Lot 1, BlOdk 4, Gateway North Industrial Park Plat #2). The permit did not allow the <br />disassembly~of eng[ines and transmissions at the site as there were no provisions to accommodate <br />this activity within !the building. <br /> <br />On November,13, .~990, the City of Ramsey issued an amended conditional use permit to Mr. Dan <br />Karst of Dann~y,$ Aeluminum Processing, Inc. to allow an expansion of the operation capacity by <br />permitting ttiefinstfl, lation of a second melt furnace. Again, the permit prohibited the disassembly <br />of engines and trarlsmissions on the site. <br />The permits~issu~ in 1989 and 1990 prohibited the outside storage of materials and debris not <br />used in the aim3aintjm processing operations, but they did not specifically prohibit the acceptance of <br />other materials~. : <br /> <br />On March 25, 3991~, Mr. Karst applied for an amendment to his conditional use permit to allow for <br />the disassembly of[ engines and transmissions within the existing building on the site, which was <br />proposedto be exl:4anded and, in accordance with the terms of the conditional use permit issued in <br />1990, the use @f h$:adjaeent parcels for exterior storage purposes. At that time, the Planning and <br />Zoning Co '~nm~. ssi~n recommended that City Council approve Mr. Karst's request for a conditional <br />use permit amendment and site plan for building expansion. <br /> <br />Subsequent toI the planning Commission's action in April of 1991, Mr. Karst requested that his <br />case be tabled, fro~ City Council action until he had time to re-evaluate the economics of his <br />expansion, e~:w..eially with a new competitor in the area. <br /> <br />In June of 1992, 1Va'. Karst indicated that he was ready to go forward with his conditional use <br />permit amendment[ .and site plan review. However, there would be some substantial changes from <br />that which WaS~ eoqsidered in 1991. <br />In July of 1992, I ~eceived Mr. Karst's revised plans. The site plan was revised to eliminate the <br />expansion t° the present building and provided a plan for the construction of a new building on <br />Lots 2 and 3, The ~:onditional use permit amendment request was revised to include the collection <br />of other non~hazar~tous metals in addition to the disassembly of transmissions and engines within <br />the new buil~g ~ be constructed. The plans submitted by Mr. Karst were somewhat lacking and <br />I suggested that he!engage the assistance of professionals to refine his proposals. I also indicated <br />that the changes to[his applications were substantial enough to justify another public hearing and <br />review by the Plan~ing and Zoning Commission. <br /> <br />In August of 1992i I received the required plans from Mr. Karst and scheduled a public hearing <br />and review by Ihe ]~lanning and Zoning Commission for September 1, 1992. <br /> <br /> <br />
