On September 1, 1992, the Planning and Zoning Commission conducted a public hearing and after <br />a long discussion and a 4 to 2 vote, recommended City Council approval of the conditional use <br />permit amendment and site plan. The recommendation for approval was based on the <br />Commission's following determinations: a) The terms of the conditional use permit, as proposed, <br />actually reduces the non-conformities that currently exist at the site facility; b) The conditional use <br />permit, as proposed, immediately reduces and eventually eliminates outside storage; c) Rather <br />than closing doors, it is the City's manner to work with local businesses to achieve methods of <br />operation that are mutually acceptable to the City, business owner and surrounding business <br />community. <br /> <br />Observations: <br /> <br />To accommodate the disassembly of transmissions and engines indoors, Mr. Karst has submitted a <br />site plan for a new 13,000 square foot building on Lots 2 and 3. The site plan also included 10 <br />foot high, 100% opacity fencing along Lots 1, 2 and 3 adjacent to Basalt Street N.W. and 6 foot <br />high spruce trees for screening of outside storage. Since the Planning and Zoning Commission <br />meeting, Mr. Karst has indicated that he is eliminating plans for any exterior storage on Lots 2 and <br />3 and proposes to eliminate the fencing on those lots. He intends to restrict all outside storage to <br />Lot I and will replace the present berm and fencing with a cement block wall color matched to the <br />existing building. <br /> <br />According to MPCA Rules and the Anoka County Hazardous Waste Management Ordinance, the <br />collection of waste oil to be recycled does not require any permits but does require a management <br />plan subject to Anoka County's approval. Mr. Karst's waste oil management plan has been <br />approved by Anoka County. The use of solvents for cleaning parts does require a Hazardous <br />Waste Generators License from Anoka County, which Mr. Karst has in his possession. The parts <br />cleaning unit is self contained and Mr. Karst has a contract with a service that removes and replaces <br />the solvent every six months. City Administrator Schroeder, Project <br />Manager Jim Gromberg and myself, visited the site in May of 1992. I documented what I <br />perceived to be violations of the current conditional use permit as follows: <br /> <br />a) <br />b) <br /> <br />Disassembly of engines and transmissions (within a builddng). <br />Outside storage of debris or materials not used in or resulting from the aluminum <br />processing operation. <br /> <br /> <br />
