The recommendation is based on the following: 1) Alloy Recovery is <br />a similar oPei3atiol~ and is permitted to disassemble engines and transmissions within a building. <br />Mr. Karst is ~ropbsing to construct a building for that purpose. , Also, the Planning and Zoning <br />Commissiot~ has ~reviously recommended approval of Mr. Karst s request to diassemble engines <br />and transmiSsionS[at his facility. 2) In talking to Anoka County Environmental Services, there are <br />no regulatory~age0cy concerns with a facility that collects non-hazardous metals and batteries for <br />recycling pn~ose~. Reasonably, the City is concerned that while these types of facilities are not <br />considerecl bE mort to be desireable corporate citizens, there is a need for the service offered as a <br />result of stfiogen! landfilling regulations. Then if we participate in responsible solid waste <br />managemeat activity and approve the conditional use permit, we have to be concerned with the <br />ultimate size and aesthetic value of such a facility.
