Hoium dated May 29', 1992. We offer ttie following comments: : 1. General: !the proposed plat is in the Business Warehouse (BW) District and consists of app~o~tirn~,tely 17 acres to be subdivided into one lot and Outlot A. The proposed plat boundaries also take in the existing Outlots B and C of Gateway North Industrial Park. It is oerlund~rstanding that the developer is in the processing of acquiring these outlots but prefers n~t to bring them into the plat. The plat boundaries should be modified accordingly. 2. Lot Sizes e, nd Dimensions: The minimum lot size in the BW District is one acre. Lot 1, Blo,k 1 df Bury and Carlson Addition measures approximately 15.5 acres, 17 acres incl~dlng ~:,~e ponding area proposed as outlot. Drainage: iWhat is designated as Outlot A in the sketch plan is an existing wetland. Staff recOmmengs that this designation of this outlot be changed to drainage easement in the final plat '~e: ~ity's Comprehensive Storm Drainage Plan calls for an outlet from this ponding are[t thro~.gh Outlot B, Gateway North Industrial Park, to the east and eventually dischargesithrough the existing storm sewer in place along Sunfish Lake Drive. 4. Transport~tion: The City's thoroughfare plan calls for a collector street north of the railroad traCks';and [south of Count)' Road #116, connecting Sunfish Lake Blvd. N.W. and Rarnsey Blvd. ;Altl~ough Outlot B, Gateway North Industrial Park, is not proposed to be included in the'plat~ it should be noted for the record that Outlot B would facilitate such a road corridor. The FOster~ Cemete~, is encompassed on three sides by the subject plat. It is reasonable to expect tha~ access to the cemetery be provided from a dedicated roadway. It is also reason.rablelto expect that 143rd Avenue would be extended to the east at some point in the fmute." Th~ current alimm~ent of 143rd would dictate that extension to the east will require 33 feet of:~i.,ahl-of-wa~Talone the northern boundary of the proposed plat. It is Staffsi recommendation that the final plat be redrawn to provide a 33 foot wide outlot across,:the fiorthem boundary of the plat. The Development Agreement should then require that the de~eloper provide the City with access to the cemete~' with an easement across that outlot :on t!~e northern boundary and an easement fi'om that outlot south to the cemetery.
