CASE <br /> <br />REQUE~;T <br /> <br />FOR SITE PLAN REVIEW; CASE OF SKELGAS, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Skelgas, In~. ils re, questing site plan review to construct a 1,280 square foot building to provide <br />indoor sPac~ for f~lling propane cylinders. Skelgas is acquiring the adjacent parcel to the west of <br />their existing parcel at 7255 Hwy. #10 and the new building would be built on that newly acquired <br />parcel. Skeighs isiproposing to do a lot combination so that their entire facility will be on one lot. <br />The following items are enclosed for your information: <br /> <br />a) Site !~afiqn map <br />b) Ciw ~taff ~view letter dated July 28, 1992 <br />e) Modi~ied$ite and Building Design Plan dated 7/21/92 and revised 8/6/92 <br />d) PropoSed ~ite plan development permit <br /> <br />ObservatiOns: ~ <br />The propoS~deVglopment meets code requirements for lot coverage and setbacks. The applicant <br />is proposing to fehee in a majority of the combined parcels and proposed a landscape plan of 3 <br />Marshall A~h!tree~ and 15 shrubbery along the front fence line. The site plan was modified since <br />the Plannin. :g~rand[. Zoning Commission meetin, g to increase ........ the landscaping plan to include 3 <br />flowering c:r~ab tr~s. The purpose of the ~ncreased plannngs ~s to m~ngate the ws~bflny of the <br />loading doom'on ~e new building from Hwy. #10 N.W. <br />Although the'.i~ne~ building to be eonsmaeted would not require any additional off-street parking <br />spaces, this ~was ~_appropriate time to m-evaluate the adequacy of the number of existing off-street <br />parking spaces. 'The applicant has indicated that their employee numbers are up to 9 and 630 <br />s~uare feet bfOg!the ~xisfing building is devoted to retail activity. Based on that, the number of off- <br />sfi:eet parld~g spa~es sho-uld be a~- a minimum of 12 plus one handicap space; 7 bituminous off- <br />street parld~gSl?a~es with no curbing currently exist. In accordance with City StafFs review letter <br />of July 28,'~e s~plan has been modified to expand the off-street parldng area to 15 spaces. <br /> <br />City Code. r~uir~s paved and curbed driveways, parking areas and loading dock areas. The <br />existing dri~,aWayi is paved and the applicant has modified the site plan to install curbing on the <br />existing driveway~and off-street parking area and expanded off-street parking area. The curbing <br />shown on th~..rev!$ed plan includes only the eastern half of the entrance drive. Curb should be <br />extended to :~ompletely encompass the paved area .between the highway and fenceline.The <br />acquisition 0~ th~ second parcel by Skelgas includes 'a second access onto Hwy. #10. In <br />accordance ~th ~ity Staffs review letter, the site plan has been modified to eliminate the second <br />access onto Hwy. i#10. The site plan also proposed that all traffic and loading areas behind the <br />fence line .b~ ~urf4eed with Class 5 versus pavement. The Planning and Zoning Commission has <br />reeommend~ that the requirement for blacktop or concrete traffic areas and loading areas behind <br />the fence line be ~aived as this ama is not accessible to the general public. <br /> <br /> <br />
