Two of the loading docks are on the south side of the <br />builtiing ¢,hich fronts Hwy. #10. To comply with code requirements, the building design <br />should be' altered to locate the two loading docks to the north side of the building. This <br />could rcslalt in the necessity to alter the proposed location of the building to accommodate <br />man~uv~'ability area on the north side of the building. <br /> <br />Design of Off-Street Parkine. Driveway and Loading Dock Areas: City Code requires that <br />ali bf the~e areas include curb and gutter and be surfaced with concrete or asphalt. The site <br />pian india, ares an existing driveway and off-sn'eet parking area with bituminous surface and <br />no:cl~rbihg. The site plan proposes a Class 5 second access from Hwy. #10 and <br />mat~uve~'ing area to loading docks and LP storage tank. The applicant has noted that there <br />'haVe,hecta discussions with the City regarding the need for storm sewer improvements in <br />the area .~.hich may involve the subject property and has therefore requested the waiving of <br />all: additional pavement and curbing requirements that may be required. City Staffs <br />reCOmmendation is that B612 concrete curbing be required, at a minimum, from the <br />proPertY ,~ntrance up to the six foot chain link fence to be installed on all new and existing <br />Pa'0~ ar~as. The future storm sewer could be located beyond this paved area. Most likely, <br />it cogld b~ placed in the vicinity of the existing parcel's western border. To meet City Code <br />requirements, the applicant should pave the traffic pattern routes to the loading docks and <br />LP s~torage tank. Curbing might be waived beyond the fenceline. The fence could be <br />mov~l n6rth to accommodate the additional off-street parking spaces. <br /> <br />Utilizes: [The facility will continue to be served by an on-site sewage disposal system and a <br />Pri¥~te W~ll. It is the City's understanding that the proposed building will not significantly <br />incr~se water use or wastewater generation. <br /> <br />Landscan~ng Screening: Minimum 20 foot landscape buffers are required and provided for <br />actjh~nt:~ U.S. Highway #]0. All of the combined property from the existing office/retail <br />buikllnghorth is proposexl to be enclosed with chain link fencing. The landscaping plan <br />pr0p0s¢$1to install 3 Mountain Ash trees and 15 shrubs along the fenceline from the <br />westerly line of the easternmost driveway to the west property boundary. Landscaping <br />sh°u~ alfio be considered to help screen the large L.P. tank currently located between the <br />Parking 16t and T.H. #10. <br /> <br />~q~~. Drainage within this area has been problematic. An area of approximately 2.5 <br /> les to the north drains to the subject property. In the mid 1980~s, lengthy <br />purril~ing ~hich lasted for months occurred at this property. The City is pursuing a storm <br />sew~ to l~'ovide drainage at the location as a long term solution. In the interim, however, <br />th*p!ropoged addition of building area and the drive surfacing will increase the amount of <br />runoff g~nerated by this property. Presently, ponding occurs on the property in the <br />loel~tion ~f the L.P. tanks located along the s~tes ex~snn~, western boundary. Addmonal <br />dm~n'age rimns onto the adjacent Burlington Northern Railroad right-of-way and ponds in <br />the r~ilroSd ditch. It is recommended that a seapage pond be created in the northwestern <br />corner of~he western parcel. <br /> <br /> <br />
