The run-off from these areas can be expected to increase over its present condition. It is estimated that the additional run-off from the development of this facility would raise the water level in the approximate one acre ponding area by an estimated six inches from a ten year storm, I would therefore conclude that this pond is adequate to serve as a drainage facility for this development, The request for a conditional use permit was submitted to Council on August 11, 1992. At that time, City Council tabled action on the case to allow time for a second tour of the Bury and Carlson site in Burnsville by those councilmembers not able to attend the first tour and local business persons concerned with the proposal. Recommendation: The Planning and Zoning Commission conducted a public hearing and recommended approval of the conditional use permit for Bury and Carlson contingent upon the paving of 143rd Avenue N.W. and Jaspar Street N.W., or a financial surety being provided to guarantee the road improvements. City Staff recommends amending the proposed findings of fact as follows: a) add to Item 27 that Water Control and Parabody also submitted letters expressing concern with the proposal of Bury and Carlson; b) make note of the second tour of the Bumsvilte site. Council Action: Motion to: Adopt Resolution ~92-08-__ adopting Findings of Fact # , as amended, relating to Bury and Carlson's request for a conditional use permit to establish a processing facility for demolition cement and asphalt in the Business Warehouse District. Motion to: Adopt Resolution 4~)2-08- approving the issuance of a conditional use permit to Bury and Carlson contingent upon 143rd Avenue N.W. and Jaspar Street N.W. being improved to 9 ton standards. -or- Motion to: Deny Bury and Carlson's request for a conditional use permit to establish a processing facility in Ramsey for demolition cement and asphalt.
