The proposal is for a facility that would <br />crush demol~oni~phalt and concrete into aggregate for resale to comraetors. The subject property <br />is zonedB~ipea~!Warehouse (BW) and the 75% of the operation devoted to crushing demolition <br />asphalt and ~.e~ng~te would be considered a heavy industrial use; therefore, the need for the <br />conditio/~ ~ I~:~t. Approximately 25% of the operation would consist of retail sales of other <br />miscella~ ~e~ lat!,~lseaping supplies. The proposed location of the facility is east of Gateway North <br />Industrial P~ at ~e intersection of 143rd Avenue N.W. and Jaspar Street N.W. <br /> <br />Although 9n he f~ce of it, the application would appear to be subject to our regulations for solid <br />waste man~ ~'g, im~t facilities, it has been documented in previous cases that the City's position is <br />that recyclabl ~ ~terials are waste unless the material i,s_ being processed with a resulting new end <br />product of. W [ue{i~eing produced on the site. In Bury s case, the demolition materials are being <br />processed inta, a ngw end product of value -- aggregate. <br /> [ <br />The stoc.kpi~:heil~hts are proposed to be limited to 32 feet in height. The applicant is proposing <br />that the tot~.~ iun6p_nt of stockpiled rubble and aggregate permitted on the site be established at <br />250,000 cu~i0 yaxOs. It is estimated that in the fa'st year of operation, there will be approximately <br />38 incoming.l~ad~ of demolition debris and 38 outgoing loads of aggregate on average per day; the <br />retails sales;~o~ [~he contractor supply yard is estimated at 10 incoming loads and 15 outgoing <br />loads per .das,~ Th~ applicant is anticipating that by the third year of operation and thereafter, there <br />will be 58 iticbmiOg loads of debris and 58 outgoing loads of aggregate on average per day. <br />The proposed facility in Ramsey will be the fourth such site for Bury and Carlson. The other <br />facilities are~1 .~ai~egl in Maple Grove, Bumsville and Minnetonka. Eight members of City Staff, the <br />Planning and ~ng Commission and City Council toured the facilities in Burnsville and Maple <br />Grove. I eon acl[ ~{gl r,e. presentatives from each of these cities. The site in Burnsville required a <br />conditional ~: e p~t because it involved stockpiled material. Burnsville is very pleased with <br />Bury and ~ soff~; operating standards. The site in Maple Grove is a permitted use and they too <br />report no pi ~l¢'.~.s with Bury and Carlson. The site in Minnetonka is considered lawful non- <br />conforming d d~e to be phased out. Minnetonka staff reported that the minor problems that have <br />arose are am uta!~. ~le to urban type development encroaching on the site. <br /> <br />Obviously,:~* eoricerns with an operation of this type are dust and noise. The facility is subject to <br />MPCA p~rt~ng!and as such, MPCA will monitor dust and noise levels.
