The applicant has submitted an application for a minor <br />subdivision to plat the property into one lot and one outlot. The lot size (20 acres) more than <br />substantially meets the one acre minimum lot size in the BW District. The ouflot platted along the <br />northern boundary is in response to Staf£s concern that a corridor be preserved for the future <br />extension of 143rd to the east. In the interim, the applicant would grant the City an easement along <br />that ouflot to provide a necessary link for access to the cemetery from a dedicated roadway (143rd). <br />Bury and Carlson's original proposal was to also acquire Ouflot B of Gateway North Industrial <br />Park. Ouflot B was not proposed to be brought into their site facility or plat, but merely held by <br />Bury and Carlson because it is contiguous with the property on which their facility would be <br />developed. Mn Sawdust uses Outlot B as an access to their facility and expressed concern at the <br />public hearing regarding the future of Outlot B. Since the publich hearing, Bury and Carlson has <br />opted not to purchase Outlot B. <br /> <br />Zonin~r.' The subject property is zoned Business Warehouse (BW) and the intent of BW is to <br />provide for a mix of large volumes or bulk commercial goods and services, and <br />wholesale/warehouse activities; industrial activities should be limited to those that can compatibly <br />exist with and be adjacent to commercial retail uses. However, this particular area of BW was <br />extracted and created from what was formerly zoned Industrial up until 1990. The development <br />that has taken place in the area up until 1990 is considered heavy industrial (Mn Sawdust, <br />Commercial Asphalt, Royal Concrete). Additionally, the City granted a conditional use permit in <br />t991 to Alloy Recovery for a heavy industrial use in this BW District. It appears that even though <br />the area was rezoned to BW, the stage has been set for industrial development in this area and that <br />the intent of the BW district will follow through north of 143rd versus south of 143rd to the <br />railroad tracks. <br /> <br />Lot Coverage: City Code limits lot coverage to 35% in the BW District. The only structure <br />proposed for the facility is a scale-house measuring approximately 252 square feet and lot coverage <br />would not be an issue of concern as the parcel is 20 acres in size. The site plan also reflects that <br />the scale-house is proposed for a future expansion for a total square foot area of 2,500. The future <br />building expansion would be required to comply with City Code requirements and apply for site <br />plan review. <br /> <br />Building Elevation: City Code requires the finished floor elevations to be i8 inches above the <br />street grade. The scale-house elevation is approximately 3.5 feet above street grade. <br /> <br />Setbacks: The scale-house is proposed to be setback from the front property line approximately 95 <br />feet. This more than meets the 40 foot front yard setback in the BW District. <br /> <br />Off-Street P0rldng; City Code requires one parking space for each employee on the maximum <br />working shift.
