The developer is also proposing to
install cliain l,[nk:f~neing from the comer of 143rd and Jaspar Street south past all 3 site entrances.
Four foot ~s ~ proposed on the three sides of the cemetery bounded by the facility.
~ Pr°PoSts for site lighting do not appear to be shown on the site plan.
Buildine MaterialB: City Code requires exterior walls to be of materials that are 50% other than
metal. ~ht ie~tteri0r facing of the scale-house is proposed to be constructed with vertical groove.
rough cedar sidin'g.

Waste and.R~ifu~ Storat~e: City Code requires that refuse receptacles be screened from pubic
view. Thi~ ~ill-li~elude both raw materials being delivered to the site by various contractors and
the fmisheglal~gregate product being returned from the site. At the present time, all traffic to and
from the:sit~ ~ heed to travel on County Road 56, east on 143rd Avenue N.W. and then south
onto JasPar :$ire~t[N.W., entering the site at one of three drive accesses. Currently, both i43rd
Avenue lq~W., an'd, Saspar Street N.W. consist of Class V aggregate roadways. The additional
truck traffic ge. nemted by this development would require a substantial amount of maintenance
grading to ~ ~$ roadway in a good serviceable condition. It is for this mason that Staff would
recommend th~tt it q~onditional use permit for this operation be made conditional upon 143rd Avenue
N.W. and Jaspar iStreet N.W. being hard-surfaced to a nine ton road design standard. You will
note that there i~ ~n ouflot platted across the northern boundary of the property. Upon staffs
recommendation, t4he applicant is preserving a corridor for the possible future extension of 143rd to
the east.

Drain. ~e~ and Csradine: The existing site is relatively fiat. The grading plan calls for a minor
regradihg oftlie siie ~,hich will cause drainage to be diverted toward the existing pond located just
south of the ~site e~tranees. The site plan calls for the placement of silt fence around the perimeter
of the existihg pofid, Protecting the existing vegetation and the pond from sedimentation caused
from the re~g~

There is presently ~o outlet from the pond. However, the City's Comprehensive Storm Drainage
Plan calls for ~e! eventual construction of an outer from this pond which will discharge to the
existing storm', sewer in Sunfish Lake Boulevard along a future roadway which would be placed
within Outlot B oflthe Gateway North Industrial Park subdivision. This pond area also served as
drainage reP0sit°fy for all of the Gateway North Industrial Park subdivision. Although just
slightly over One iaere will be rendered impervious on this site due to the development of
bituminous pa~ng and buildings, an additional ten acres will be cleared of existing tuff and gravel
and used fOr:raw ot finished product stockpiling.
