~ The plat will be served by 2 accesses from Hwy. #10, one at <br />Feldspar Street N.W. and one at Ramsev Blvd. N.W. All lots in the plat <br />will be sen, ed bv streets interior to the piat. None of the cut-de-sacs in thc <br />plat exceed the ~00 foot length limit. The northerly east/west street should <br />be changed to 'I37th Lane N.W. and the westerly cut-de-sac should be <br />changed to 'Hematite Circle N.W. <br /> <br />The plat as submitted shows that all of Riverdale Drive between T.H. #10 at <br />Feldspar Street N.W. and T.H. #10 at Ramsey Blvd. N.W. would be <br />dedicated with this first phase. Under the City's subdivision ordinance, all <br />of this roadway would need to be improved. If this is not the developer's <br />intention, chh, that portion of Riverdale Drive which the developer intends <br />to improve should be dedicated. <br /> <br />The dedication of Riverdale Drive near its intersection with T.H. #10 will <br />create a small triangular Outlot C and a hazardous intersection. It is the <br />intent that the existing Feldspar Street N.W. be vacated and removed to <br />alleviate this condition. The developer would be responsible for the cost <br />associated with this vacation and removal. Also, the segments of the cul-de- <br />sac bulb on the eastern terminus of t38th Street in Riverside West <br />subdivision should also be vacated in a similar manner. <br /> <br />Grading Plan: A Grading Plan dated June 22, 1992 prepared by David <br />Nash shall provide the drainage, ~ading and reconstruciton erosion control <br />for this subdivision. The grading plans indicates that all portions of the <br />subdivision, with the exception of Outlots H and I, will be wholly outside <br />of the regional flood plain elevation of 849.0. Storm water pipes will be <br />placed in easements along Lots 5 and 6 and Lots 14 and 15 of Block 3. The <br />final plat should be revised to accomodate a 20 foot wide drainage and <br />utility easement centered along the common lot lines in both of these <br />locations. <br /> <br />Utilities: The area of Phase I is included in the MUSA. The plat will be <br />sea, ed by municipal sanitary sewer and water. The construction of the <br />public utilities and streets are proposed to be privately financed. The City <br />Engineer will have review oversight of the plans and specifications as well <br />as detailed construction inspection. <br /> <br />Park Dedication. In accordance with the recommendations of the Park <br />Commission in April of 1991, the selected alignment for the trail is a <br />southerly one based on the exchange of land between Faye Construction <br />and Anoka Count)'. In accordance with the Park and Recreation <br />Commission discussions, park dedication will be a combination of cash and <br />land. At the time of preliminary plat, it was noted that part of Outtot D <br />would be drainage easement; park dedication credit ,.,,,ill not be ~ven for that <br />part of Outlot D utilized for drainage easement. It is the City's policy to <br />acquire alt park land in the first phase of phased developments: Outlot D <br />should be designated as p:u-k on the fina! plat for this first piu~.s:.
