Chairman HetJdri~sen questioned the need for a variance when there is the abilil), to have a cul-de- sac and legal .fi, ont~hge. He stated that he would be in favor of waiving developing the cul-de-sac to City standard~. H~ stated that based on the sketch plan for Trott Brook Estates, the plat east of the Smith proport~,, lTlst Lane was intended to end in a cut-de-sac. Ms. Yrolik r~lied ihat the cul-de-sac is not reflected on the half-section maps. Mx. Smith sta~ed ~ere is a problem with the grade difference on his side of the property. There would be a fine to ~;ix foot bank and in 100 feet, it would be about a seven or eight foot bank at the end of the cul,de-sac. Commissioner De,mcr stated he would prefer a dedicated street easement all the way across the Smith propertj~ ra~her than a cul-de-sac so the street would not be a dead end. Mr. Smith staled Il!at to the west of his property, the lots are extremely low and unbuildablc. - [ Comrnission~ D~emer stated that the Commission should request the Smith's do a minor subdivision ~ at ~he very minimum, construct a cul-de-sac to meet City standards. The CommiSs!on f~roceeded to review the proposed findings of fact. Ms. Frolik staied lliat #5 should be amended from Urban Area to Rural Area. Motion by ~Om~Jssioner Deemer and seconded by Commissioner Zimmcrman to delete the present #6 fr0~ tl~¢ findings of fact and replace it with thc statements from ~'im Gromberg's memo dated May 2B,i_199! and the ordinance included with the memo.
