~ i CASE # ~ <br /> <br />REQiJEST FOR FINAL PLAT APPROVAL OF RAMSEY MEADOWS; <br /> CASE OF GILBERT MENKVELD <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />BackgrounO: <br />The approvex! preliminary plat of Ramsey Meadows consisted of 29.5 acres to be subdivided into <br />approximatel~ 30!single family lots. (The exact number of lots hinges on attaining a minimum of <br />10,800 square f~et of area above Ordinary High Water without filling any of the adjacent <br />wetlands.) . )~t this time, Mr. Menkveld is proposing to final plat just five of the lots as a first <br />phase of Ra~sey Meadows. In accordance with City Staff review letter dated June I7, 1992, Mr. <br />Menkveld Wi!l be ~equired to provide the City with a copy of the proposed phasing plan. <br />All of the lot~are ~roposed to be served by municipal water and sanitary sewer. One unique aspect <br />of this improyem?t project will be that it will provide sewer and water availability to one parcel <br />outside the b~und~ry of Ramsey Meadows. The current owner of that parcel has been contacted <br />and advised bf the action being contemplated tonight. Our current ordinance requires that <br />following tW6 ye '~rs of availability; this property must connect to the City utilities and at that time <br />would be r.~on~s!ble for City trunk charges currently in the amount of $1,357.00 per unit, SAC <br />charges paid ~o the Metropolitan Waste Control Commission currently in the amount of $700.00 <br />per unit and. ~y cbsts associated with replumbing the dwelling and connecting to the service pipe <br />at the propOrty linde. However, under the development agreement associated with this plat, the <br />costs asso~iat ~.b, cl with constyucting the lateral sewer and watermains and paving the street would be <br />borne by tha devel~opers. <br /> [ <br />All five of tile lo~s in this first phase of Ramsey Meadows meet the minimum lot dimension <br />requirements ~tnd ~ontain at least 10,800 square feet of area above ordinary high water. <br /> <br />Fluorine stre0t an{t 149th Lane N.W. will be extended into the area to serve the lots. The streets <br />will be imprOy, ed tb City standards. <br />In accordance[with City Staff's review of the preliminary plat and the final plat, the developer will <br />be required to!subr~it grading plans indicating lowest floor elevations and sediment control during <br />construction. ISoii, borings will also be required. Release of the final plat for recording will be <br />contingent upon th,ese items being provided. <br /> <br />As you mayr~cal[~ the preliminary plat approval was contingent upon resolving DNR concerns <br />with constm~ng !50th Avenue N.W. through a small portion of the wetland. This first phase of <br />Ramsey Meadows!does,~ not include the extension of 150th Avenue. However, in anticipation of <br />future phases ~eing~ platted, the developer has initiated an application to DNR for a permit to extend <br />150th through ~he Wetland. <br />Observati°n~: <br /> <br />On February ~2,~ 1992, the City of Ramsey received a subdivision application from Gilbert <br />Menkveld for Rarr~.~ ey Meadows.
