CASE # 7 <br /> <br /> RIg~UE~T FOR FINAL PLAT APPROVAL OF SUNNY PONDS <br />(aka li'LEiSCHER'S 2ND ADDITION); CASE OF JACK MENKVELD, <br /> [ NORTH SUBURBAN DEVELOPMENT COMPANY <br /> i ~ By: Zoning Administrator Sylvia Frolik <br /> <br />Background::: <br /> <br />Jack Menkveld ts [req~esnng final plat approval of Sunny Ponds (aka Flmscher s 2nd Addmon). The <br />subdivision consists of~47.75 acres and is proposed to contain 85 single family urban residential lots. A <br />phasing plan hasb~en i~ubmitted which proposes to develop 50 lots in the first phase and the remaining 35 <br />lots in the second Ohasd. <br />In reviewing the final P!at the phasing plan, it was apparent that the dedicated park had no legal access. <br />Certainly, the se~i~d p~ase of the development would provide sn'eet access to the park. However, there is <br />always the possil~il~ty treat changing market conditions may delay the second phase for a considerable time. <br />For this reason, th~ sta[f recommended that Lots 18 through 28 of Block 3 on the proposed final plat be <br />changed to outl0t ~atuS[ for development in the second phase and Lots 1-4 of Block 4 and Lots 2 through 5 <br />of Block 5 be platted ifa the first phase to provide legal access to the park. The developer has agreed to <br />these recommen[da[ion~ and will have a revised final plat and phasing plan available at the Council meeting <br />on June 23. Th~S r~visipn will reduce the number of lots in the first phase from 50 to 47. <br /> <br />All of the lots me~t t~.e minimum dimension and area requirements. In addition, the lots adjacent to <br />wetlands contain the Minimum area over Ordinary High Water and thereby avoiding the need to fill any <br />wetlands to crea~e bui!qiable lots. However, because of the nearby wetlands, City Staff has recommended <br />that the final pla~ qot be released for recording until the developer has submit soil borings and a modified <br />grading plan showgng lowest floor elevations and sediment control during construction. The plat will also <br />have to be revieWe~t by {the Lower Rum River Water Management Organization. <br /> <br />None of the lots inlthe plat will be allowed direct access onto Nowthen Blvd. N.W. Sunfish Lake Drive is <br />being constructed Io MiSA standards in accordance with the City's thoroughfare plan. Only one lot will be <br />permitted direct acCesS )nto Sunfish Lake Drive. <br /> <br />Observations::,. <br /> <br />On June 14, 1990~the City of Ramsey received an .application Doloras Fleischer for a subdivision to be <br />named Fleischer~'s ~nd Addition (aka Sunny Ponds). The plat consisted of approximately 47.75 acres and <br />was proposed to b¢~ de(eloPed with single family urban residential lots. <br /> <br />On July 3, 1990, ~the Planning and Zoning Commission reviewed the sketch plan for Fleischer's 2nd <br />Addition (aka SanDy Pbnds). At that time, the Commission recommended revisions to the sketch plan to <br />provide for fUtutel, acc~ss to the property to the north and to realign the accesses onto Nowthen Blvd. <br />N.W. so they wotfld liDe up with the accesses from Wood Pond Hills to the west onto Nowthen Blvd. <br />N.W. ~ :; <br /> · <br /> <br />On February 1 li i992' the City received a revised sketch plan submitted by Jack Menkveld of North <br />Suburban DeveiOPm{nt Company. Mr. Menkveld and Doloras Fleisch,er have provided written <br />verification that Mr. M~enkveld will be assuming the development of Fleischer s 2nd Addition (aka Sunny <br />Ponds). ~ <br /> <br />On March 2, 1992, th6 Commission reviewed the revised sketch plan which contained 92 lots and did <br />provide for future/tcce}s to the property to the north and the accesses onto Nowthen Blvd. did align with <br />accesses from Wobd Pbnd Hills onto Nowthen Blvd. N.W. However, the plat showed numerous parcels <br />having direct acce.~s o~to the collector street (Sunfish Lake Drive) in the plat. The developer was advised <br />to rewse the sketc~ plar~ to ehm~nate dn-ect accesses onto the collector street. <br /> <br /> <br />
