Background:i <br /> <br />CURBSIDE RECYCLING CONTRACT <br />By: James Gromberg, Project Manager <br /> <br />CASE # <br /> <br />The current em',bside recycling contract is set to expire on July 1, 1992. In order for the curbside <br />recycling sorvge tO continue, uninterrupted, the City Council must decide how to provide the <br />service intho fgtur{~. The service is currently provided by Ace Solid Waste Management, Inc. for <br />$1.15 per~hoageh01gl. This charge is billed to the City and paid for by landfill abatement funds <br />from Anoka Cqtun~ and the landfill tipping fees received from Waste Management of Minnesota, <br />Inc. at theAno!ta R~gional Landfill. A portion of the tipping fees received are required to be used <br />for landfill abat~m~ht activities and the eurbside recycling service fits in that category. <br /> <br />The City Court~ il/n~eeds to make a decision on the continuation of this service. The following <br />info.rmation should ~be considered by Council when making the decision with regard to continuous <br />service: f ~ <br /> <br />· Cost of cumSnt S ~¢a'vice compared to other cities in Anoka County. <br />· Success of'gan-eOt program in providing service to Ramsey residents. <br /> <br />1. The An~ka. County SoIid Waste Staff is currently preparing a report on the cost of recycling <br /> servic~ .aTlOeated in Anoka County. However, many haulers <br />do not ~eak! down the cost of the recycling service and refuse service. <br />**The ~ost per household in the City of Hilltop is based on 410 households and does not <br />include ~ul~i-units. <br />The City of Ramsey currently pays $1.15 per month for recycling service. This price falls <br />in the n~d- ,flange for similar programs in Anoka County, but is a little higher than the cost <br />of a prr/1o-arg~ that would include recycling with refuse service. This difference, as in the <br />case of~ee Solid Waste Management, Inc., is based on the company having some built-in <br />profit Whenl providing both services to the resident.
