contractor only provides recycling to the household; therefore, the costs of the recycling
service alone will be somewhat higher to cover the additional costs.

If the City Council would decide to rebid the contract, the City would need to encourage
that the service be provided on Mondays. This would allow for the City to continue to use
current materials and would not require the reinstructing of residents as to what day the
service is provided. The City may also find that the contract price may increase because of
current market conditions and a limited number of bidders available.

Currently service provided would be best judged on the number of missed or rejected stops
in the City. Listed below is a monthly breakdown of the calls received by the City and the
contractor since the start of the program:

NUMBI~R OF COMPLAINTS

Month 1990 J 991 1992 &.Y.C. rggt
January N/A 26 16 21.0
February N/A 19 t6 17.5
March N/A 6 17 11.5
April N/A 10 t2 11.0
May N/A 12 4 8.0
June N/A 11 1 t.0
July N/A 29 29.0
August N/A 28 28.0
September N/A 16 16.0
October 22 20 21.0
November* 92 16 54.0
December 12 15 13.5

Total 126 208 65 20.0

*First full month of service

As the above chart shows, the City has been averaging 20.125 missed stops/complaints per
month. With over 7,200 stops in the City, this amount equates to a .28% complaint rate.
Many of the missed stops and complaints are caused by materials not being placed at the
curb on time and/or incorrectly prepared for the program.

Recommendation:

Based upon the above information, I would recommend that the City extend the contract with Ace
Solid Waste Management, Inc. for two more years. I would also recommend that, in the future,
the City develop a program to bill residents for the service.

Council Action:

Based upon discussion.

Review Checklist:

Copies also distributed to:

Project Manager
CC: 06/09/92

City Administrator
Finance Officer

I

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
