The purpose of this study is to determine the feasibility and costs associated with the paving of <br />those portions of Waco Street and Waco Drive north of 179th Lane and south of the Bums <br />Township line. The project area lies within the Northeast Quarter of Section 1, Range 25 West, <br />Township 32 North, Anoka County, Minnesota. The project area is illustrated in Exhibit A. <br /> <br />EXISTING CONDITIONS <br /> <br />Waco Street consists of a rural section with a gravel surface approximately 23 to 31 feet in width, <br />which is generally less than two inches in thickness. Waco Drive west of Waco Street has a sand <br />surface approximately 19 feet in width. The right-of-way width of both streets is 66 feet. The <br />existing drainage on Waco Street appears to be divided approximately 200 feet north of the <br />intersection of Waco Street and Waco Drive. The area north of this point drains to the north into <br />Bums Township which has been paved with a suburban street section. The area to the south of the <br />aforementioned intersection drains to the north ditch line of 179th Lane (County Road #29). The <br />first 200 feet of Waco Drive west of the intersection with Waco Street appear to be quite flat, while <br />the remaining length of Waco Drive has a substantial slope to the north which again drains into a <br />paved section of Bums Township. Approximately 200 feet involving the northerly most sections <br />of both Waco Street and Waco Drive were paved in 1991 in a joint project with Bums Township. <br />None of the paving performed in i991, however, was assessed. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The existing streets are proposed to be graded and shaped to accommodate a 31 foot wide <br />suburban street section with bituminous curb, which is the City's current standard. The street <br />section will consist of a four inch gravel base with a two inch bituminous mat. This street section <br />has been used successfully in other areas of the City having sandy subgrade soils. The suburban <br />section will eliminate the need for ditch sections and thereby minimize the impact to adjacent <br />properties, some of which have brush and small t~ees adjacent to the roadway. <br /> <br />The suburban street section will also eliminate the need for culverts at individual driveways. A <br />culvert will be needed to be placed across Waco Street at its intersection with 179th Lane (County <br />Road #29). Following paving, topsoil will be placed behind the curbtine, seeded and mulched. <br />The construction would not include the paving of individual drives beyond the back of the <br />curbline. <br /> <br />ESTIMATED COSTS <br /> <br />The estimated project costs are presented in Table 1 and are comprised of construction costs as <br />detailed herein and overhead costs. Overhead costs include, but are not limited to, engineering, <br />construction staking, inspection, fiscal, legal, administrative and contingencies. Overhead costs <br />for the project are estimated based upon percentages of construction cost.
