A listing of the benefitted properties proposed to be assessed is <br />contained inlL:~xhiDit A. Ten of the 13 benefitted properties have their sole access from their <br />residence and ~outbuildings to the streets proposed for improvement. One property, #12, is <br />presently yacht a~d is only 0.67 acres in size. However, it is a lot of record and therefore <br />buildable, pr0vidin..'g an adequate septic system can be sited on the property. Since this seems <br />likely, it has b~n ilacluded as a benefitted property to be assessed a full share. One property, #8, <br />has an outbUil~ng4ccessing Waco Street, while the residence drive accesses Ute Street. Since this <br />property s out~mltl~tng will reee:ve benefit, it has been included as a benefitted property to be <br />assessed a full ~harb.-Finally, two properties, #1 and #10, have had portions of Waco Street and <br />Waco Drive~ ~xont of their properties paved in conjunction with a paving project funded by Bums <br />Township and th:O City of Ramsey. Since these properties were never assessed for this <br />improvement, they have also been included as having a full share in this project.. <br /> ~ [ <br /> <br />Each benefitted1 property may, at any time prior to certification of the assessment to the County <br />Auditor, pay rite Whole of the assessment on such property, with interest accrued to the date of <br />payment, to th~ Cit~, Treasurer, except that no interest shall be charged if the entire assessment is <br />pa;d vathm 30 ~laya from the adoption of the assessment resolunon. Special assessments reported <br />to Anoka CoUn~ s~all be payable over a ten year period with interest at a rate of 1.5% above prime <br />rate at the time bf~e special assessment hearing. This rate is estimated to be 8%. Table 2 presents <br />a cost summary. <br /> <br /> <br />
