City of Ramsey

15153NOWTHEN BOULEVARDN.W.,RAMSEY, MINNESOTA 55303 · 1612) 427-1410

June 3, 1992

Mr. Robert McDonald
14828 Evergreen Street N.W.
Andover, MN 55304

Re: Final Plat Review; McDonald Addition

Dear Robert:

This letter is in response to vour request for final plat approval of McDonald
Addition. We offer the followi'ng comments:

o

General: The proposed plat is in the R-I Rural Residential District and
consists of approximately 54 acres to be subdivided into 2 lots, one platted
at 5 acres in size and the remaining 49 acres making up the second lot.

Lo~ $izgs and Dimensions; Both lots in the plat meet the minimum lot size
of 2.5 acres; the plat does not exceed 4 in 40 density zoning.

Access to LOTS..'. No construction of streets into the plat is proposed. The
applicant is proposing a shared access onto Variolite Street to serve the 2
tots. The shared access is proposed to line up with 166th Avenue on the
west side of Variolite Street.

Soils: City Code has adopted a standard of 25% of a 2-1/2 acre lot or
27,225 square feet as being deemed acceptable for the creation of an
unsewered lot. Each of the two lots has over two acres of Class 1 soils.

Furore Streets: Provisions are made to preserve a corridor for the possible
future extension of 166th Avenue N.W. from the east to \"ariolite Street
N.W.

Future Subdivision: Under the present 4 in 40 densib, zoning, the applicant
would be allowed the development of five rural lots on this area of land.
The developer has submitted a future subdivision exhibit which identified
the potential development of four suburban lots on this parcel, primarily due
to poor soils for on-site septic systems. The applicant proposes that in the
event these two additional lots are created, they would be served by a shared
access onto Vario]ite Street.

Since the subject area is south of Trott Brook, it is contained within the
ultimate sewer service area. At the time the site visit was conducted, the
area in the center of the plat, roughly coinciding with the Isan (is) soil
grouping, was inundated with standing water, h is doubtful whether a
