The preliminary plat has been forwarded to DNR for review. In response to DNR's letter of May
5, 1992, the developer is proposing to reduce the number of lots from 31 to 29 in order to avoid
filling wetlands to create building pads. Following the plat modifications based on DNR's
concerns, the developer should provide calculations to show that all lots contain 10,800 square feet
of area above ordinary high water. With regard to 150th, DNR is opposed to this roadway
crossing the wetland as a through street. City Staff is of the opinion that constructing 150th as a
through street is desirable and a minimal portion of the wetland would be impacted by the
construction. The developer has made a decision to pursue acquisition of the necessary permits
from DNR to constrnct 150th as a through street, which will include mitigation of wetland loss.

At the public hearing on May 5, 1992, it was noted that the developer may desire to develop
Ramsey Meadows in 2 phases. If this is the case, then the developer should be submitting a
phasing plan for the record.

The Park and Recreation Commission has recommended that a cash payment be required to satisfy
park dedication requirements for Ramsey Meadows.

Recommendation:

City Staff recommends preliminary plat approval of Ramsey Meadows with certain contingencies.

Council Action:

Motion to:
Approve/deny the preliminary plat for Ramsey Meadows contingent upon the developer
accomplishing the following items prior to seeking final plat approval: a) Making any
design adjustments necessary based on DNR comments of May 5, 1992 to assure that all
lots will contain 10,800 square feet of area above OHW and no filling of lots will be
required to create building pads; b) submittal of soil borings and grading plans indicating
lowest floor elevations for all proposed structures; c) submittal of a phasing plan; d) a
satisfactory review of the plat by the Lower Rum River Water Management Organization;
e) acquisition of necessary permits from DNR to construct 150th Lane N.W. through
Wetland No. 729.

Review Checklist:

CC: 5/26/92

City Engineer
Planning and Zoning Commission
DNR
Building Official
Zoning Administrator

t
I
I
I
I
I
I

I
I
I
I
I
I
I
I
I
I
I
