REQUEST~ <br /> <br /> CASE #~ <br /> <br />FOR PRELIMINARY PLAT APPROVAL OF RAMSEY MEADOWS; <br /> CASE OF GILBERT MENKVELD <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />BackgrOun6~ <br /> <br />On February 112, 1992, the City of Ramsey received a subdivision application from Gilbert <br />Menkveld for!Ranisey Meadows. The plat consisted of 29.5 acres proposed to be subdivided into <br />33 single family mban residentia.I lots. <br /> <br />On March 2, 1992, the Planning and Zoning Commission reviewed the sketch plan for Ramsey <br />Meadows. At,hal ~me, the Commission recommended revising the sketch plan to more accurately <br />reflect the nUr~b~riof lots that could be platted in accordance with the 10,800 square foot of area <br />required abo~v6; the ~E~rdinary High Water mark. <br /> I <br />On March 16,i 199~, the Planning and Zoning Commission approved the revised sketch plan for <br /> reduced from 33 to 31. The <br /> The number of lots proposed in the plat was <br />Ramsey Me~oWsl <br />Commission a~l~ vis ~_e,d the developer to proceed to apply for preliminary plat approval. <br /> <br />On April 3, i9~2,.the~ developer submitted a preliminary plat for Ramsey Meadows for approval. <br />On April 23;. 1~92,i the Park and Recreation Commission recommended requiring a cash payment <br />to satisfy park ~edi~ation requirements for Ramsey Meadows. <br /> <br />On May 5, 1~92, the Planning and Zoning Commission conducted a public hearing and <br />recommendegt~rel~minary plat approval contingent upon compliance with City Staff review letter <br />dated April 28~, 19p2 and resolving DNR concerns with 150th traversing a small portion of the <br />wetland. ~ <br /> <br />The following !terns are enclosed for your information: <br /> a) ~Siteilocafion map <br /> b) !Proposed preliminary plat <br /> c) iCit~ Staff review letter dated April 28, 1992 <br /> d) !Letter fi.om DNR dated May 5, 1992 <br /> t <br /> e) :Letter to DNR fi.om Jeff Caine dated May 8, 1992 <br /> <br />ObservationS: <br /> <br />All lots proposed i!n the plat meet the minimum width and area requirements with a couple of <br />excepnons. $0~e!~f the lots m th~s plat are ~mpacted by wetlands and at ~s desn'able m such a case <br />to maintain'th6 mi~imum required area (10,8900 square feet) at an elevation above the ordinary <br />high water.: C[ity .Staff is recommending that the developer submit grading plans showing the <br />proposed lowe~.t fle~gr elevations of all proposed structures and soft bonngs for all lots m the plat. <br /> <br />Per the City ~ffr~view letter dated April 28, 199_, certain modifications will be required to the <br />drainage plarls in th~ final plat. These drainage requirements will be spelled out in the development <br />agreement at the tihae of final plat approval. City Staff is also recommending that the plat be <br />submitted to th~ Lo,er Rum River Water Management Organization for review. <br /> <br /> <br />
