Mayor James Gilbertson Councilmember Shells Beyer Councilmember Glen Hardin Councilmember Kenneth Peterson Councilmember Gerald Zimmerman City Administrator Ryan Schroeder City Attorney William Goodrich Finance Officer Sandra Ashley Helling Zoning Administrator Sylvia Frolik City Engineer Steven Jankowski CALL TO (.RDER Mayor GilbCr~n ~alled the public hearing to order at 7:41 p.m. Zoning Admi] isl~tor Frolik stated that in addition to a history of conditional use permit violations, the auto repai: activity at 14600/~owthen Boulevard N.W. has increased substantially beyond the terms of the:'( '.UP[to repairing vellieles that are not for sale. She reported that Mr. Gerald Root, owner of th~ )roP~rty, has been informed on more than one occasion that he must apply for an amended C~'~i.; ho~vever, there has been no response. ' . CITIZEN INPUT Mr. Butch Br~wni.ng, 14600 Nowthen Boulevard N.W., Ramsey - stated he was representing Mr. Gerald Root a/d inquired what would have to be done to amend the problems. Zoning Admit iist~Stor Frolik replied that amending the conditional use permit has to be done with the fee ownei' ~ .nd Mr. Root has not cooperated with the City to this point. Mr. Browning expressed his desire to remain in business and stated he has made jobs for people who otherwise .woald be on welfare. He added that he is also trying to clean up the outside area. Mr Lou Hanu., 1~640 Nowthen Boulevard N.W., Ramsey - stated he is the neighbor next to the subject proper y add in his opinion it is an ugly junk yard. He added that he does not know the hours of opera" I .... ion .allowed by the perrmt but this business goes seven days a week until 9:00 or 10:00 at night, He added that the appearance of the cars, motors and tires all over the place is less than favorable tnd ~so there is a dog that runs loose on the property. Benjamin Deefiaer, 114544 Nowthen Boulevard N.W., Ramsey, a neighbor to the property - stated the original cOr}did0nal use permit was granted in either 1985 or 1986 and ~hat Mr. Root has never complied with !he:6,onditions of the permit.
