d) <br />e) <br /> <br />Proposed preliminary plat <br />Letter from Anoka County dated April 17, 1992 <br />City Staff review letter dated April 29, 1992 <br />Letter from DNR dated May 5, 1992 <br /> <br />Observations: <br /> <br />As currently drawn, the plat consists of approximately 47.75 acres to be subdivided into 85 single family <br />urban residential lots. <br /> <br />The property is currently zoned R-1 Urban Residential, except for a small portion of property in the <br />southeast corner of the plat which is zoned R-3 Urban Residential. The R-3 Urban Residential portion is <br />owned by the adjacent property owner, Robert Bernstrom. The plan is to rezone that portion of Robert <br />Bernstrom's to R-1 Urban Residential for inclusion in the plat. In exchange, Outlot B of the proposed plat <br />will then be rezoned to R-3 Urban Residential for conveyance and combination with Robert Bernstrom's <br />existing R-3 parcel. <br /> <br />With one exception, all lots in the plat meet the minimum width and area requirements. The plat is <br />impacted by Wetland 2-658W. It is desirable for ail lots to contain the minimum area (10,800 square feet) <br />above the ordinary high water mark. One lot falls substantially below this criteria. Staff is recommending <br />that soil borings and lowest floor elevations for proposed structures on all lots be provided. <br /> <br />Although the plat fronts on Nowthen Blvd. N.W., all lots will have access onto interior streets. Sunfish <br />Lake Drive N.W. will be developed as an MSA road in the plat. As agreed to at the sketch plan stage, one <br />tot will have access onto Sunfish Lake Drive. The cul-de-sacs are within the 600 foot maximum length <br />restriction. Street alignments have been designed in accordance with the recommendations of the City <br />Engineer. <br /> <br />The plat has been submitted to Anoka County and DNR for review and comment. Anoka County's <br />comments are enclosed for your review. The County's concerns regarding drainage will be addressed <br />through the recommendations of City Staff in Item//7 of the City Staff review letter, which language will <br />also be included in the development agreement. The plat received a satisfactory review from DNR. <br /> <br />Park dedication will consist of a combination of land and cash. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval with certain contingencies. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny the preliminary plat for Fleischer's 2nd Addition dated April 29, 1992 and drawn by <br />Caine and Associates, contingent upon all lots containing 10,800 square feet above ordinary high <br />water; the developer providing soil borings and lowest floor elevations for all lots in the plat; and <br />submittal of a drainage plan to address drainage issues discussed in Item 7 of City Staff review letter <br />dated April 29, 1922. <br /> <br />! <br />I <br /> <br />Review Checklist: <br /> <br />CC: 5/26/92 <br /> <br />City Engineer <br />Planning and Zoning Commission <br />Anoka County <br />DNR <br />Zoning Administrator <br /> <br />I <br />! <br />I <br />I <br /> <br /> <br />
