I <br /> <br />Subd. 2 <br /> <br />Subd. 3 <br /> <br />Subd. 4 <br /> <br />9.12.24 <br /> <br />WI[eh, in the opinion of the Zoning Administrator, a violation of the code exists, <br />i the!Zoning Administrator shall issue a written order to either the owner of the sign <br /> ~ or/he owner of the property on which the sign is placed. The order shall specify <br /> ~ thee sections of the code involved, describe the violation and shall direct that the <br /> ~ violation be corrected within 30 days from the date of the order, unless otherwise <br /> sP~ified by the Zoning Administrator. <br /> <br /> ;~ Ift~e Zoning Administrator or Building Official finds that a sign is abandoned or is <br /> i; st~cturally, or electrically defective, or in any way endangers the public, the <br /> ~ Z0Oing Administrator or Building Official shall issue a written order to the owner of <br /> i the{sinn and occuoant of the vremises stating the nature of the violation and <br /> ~. re~{~iri°ng repair or r'emoval of thee sign within 60 days of the date of the order. <br /> <br /> i RF~OVAL OF SIGNS BY THE ZONING ADMINISTRATOR <br /> i:Th~ Zoning Adm~mstrator may cause the removal of any illegal s~gn, any s~gn <br /> irer~aining after a business closes, or any sign not properly maintained in cases of <br /> iemCrgency, or after failure to timely comply with written orders for removal or <br /> ;prep~lir. After removal or demolition of the sign, a notice shall be mailed to the sign <br /> ! owfier and owner of the property where the sign was located stating the nature of <br /> ~the fwork and the date on which it was performed and demanding payment of the <br /> ['COS/~S as certified by the Zoning Administrator together with an additional 50% for <br /> ~insp~ection and incidental costs. <br /> <br /> !:If tile amount specified in the notice is not paid within 30 days after mailing of the <br /> !noti,~e, it shall become a lien against the property where the sign was located and <br /> ~sha~l be certified as an assessment against the property together with 10% interest <br /> ifor ~:ollection in the same manner as the real estate taxes. <br /> [Theiowner of the property upon which the sign is located shall be presumed to be <br /> ~the ~wner of all signs thereon unless facts to the contrary are brought to the <br />· iatte~fion of the Zoning Administrator. <br /> ~n c~e of emergency, the Zoning Administrator or Building Official may cause the <br /> ~jranlediate removal of a dangerous or defective sign without notice. Signs removed <br /> )n trois manner must present a hazard to the public safety as defined in the State <br /> ~ui~ing Code. <br />~PPEALS <br /> <br />To provide for[a re/tsonable interpretation of the provisions of this ordinance, a permit applicant <br />who wishes :tO, ~pP¢ ~1 an interpretation by the Zoning Administrator may file a written appeal with <br />the City Admi_gism tor and reqeust a hearing before the City Council.
