There shall be no use of revolving <br /> i bea~cons, zip flashers or similar devices which cause any of the sources of light to <br /> i ch .'.a~ge in intensity, unless as noted above. <br />7 : iln~titutional and Recreational Identification Sign. One wall and/or <br /> ! gro?d sign shall be permitted to identify the civic, philanthropic, educational, <br /> ~ pUlilic or religious organization or recreational use occupying the premises. The <br /> !combined gross area of institutional wall and ground signs shall not exceed eighty <br /> i (80} square feet. Any publicly owned and/or operated facility having more than one <br /> :~ pOi~nt of entrance may erect secondary identification signs not exceeding 40 square <br /> ~fec/~at the additional entrance points. <br /> <br />8 ~In$fitutional Attraction Boards. There shall not be more than one institutional <br /> iattr'iction board for each principal building and it may be either wall or ground type <br /> ior:~pnstructed as a part of the Institutional Identification Sign. The gross surface <br /> ~arca of an attraction board shall not exceed fifty square feet for each exposed face <br /> ~nor ~xeeed an aggregate gross surface area of one hundred (100) square feet. An <br /> . iattr~ction board may be located in any required yard but shall not extend over any <br /> ~lot:~ne or within fifteen (15) feet of any point of vehicular acceSs from any zoning <br /> : ~l°t. ~ a public roadway. Attraction boards shall not exceed fifteen (15) feet in <br /> ~heig~ht as measured from the base of the sign or building to which the sign is to be <br />  ffi~ed or the grade of the nearest adjacent roadway, whichever is higher. <br />9 ~en~ants. The use of pennants is permitted in any commercial district provided <br /> ~heyI are securely anchored and maintained in good repair, including replacement or <br /> ~rem~val when weather damage is evident. The City Administrator, or his/her <br /> Oesignee, shall have the authority to identify and notify property owners and/or <br /> occU, pants of pennants that are determined to be in violation of City Code. Failure <br /> ~o r~move or replace the pennants within ten (10) days of notification shall be <br /> ~uff'~cient cause for the City Administrator or his/her designee to remove said <br /> pen.~ants.
