Initiating the proceeding. Property of one municipality which .~buts another may be concurrently detached and annexed by the proCedt~re iset forth in this section. The proceeding shall be initiated by submitting ito the executive director resolutions of both municipalities describ- ing the ilanCl and stating their desire to detach and annex the land. Subdi 2.1 Board's order. Subd. 4, Board Initiation. In such causes the board shall conduct hearings and issue its order as in the case of coBsolidations of two or more municipalities under sections 414.041, subdivision 5, and 414.09. SUbd, 4a. Upon the petition of all of the owners of property of a portion of a municipality which at no :point joins the major portion of the municipality but which at some point !oirfs another municipality the board may initiate proceedings for the concurrent detachment and annexation of said portion.
