<br />of proceedings upon nplfilication of all of the
<br />property owners.
<br /> Section 10 of Laws 1973, c. 621, provided:

<br /> however, that in such cases the board shall
<br /> conduct hearings and issue its order as in the
<br /> case of annexations of unincorporated proper-
<br /> ty under section 414.031."
<br /> Laws 1978, c. 705, § 34 provides:
<br /> "The provisions of this act shall be applicable
<br /> to all proceedings before the Minnesota Munic-
<br /> ipal Board initiated after the effective date of
<br /> this act [March 29, 1978]."

<br /> Statute authorizing the Municipal Board to
<br />initiate proceedings for the concurrent detach-
<br />ment from and annexation of!property to exist-
<br />ing municipalities is applicable only to °'encir-

<br /> A city may annex a trunk highway right of
<br />way within an adjacent village for the purpose
<br />of construction of a bypass to remove through
<br />traffic from the city if the Minnesota Munici-
<br />pal Commission or the district court approves.

<br />include provisions o[ joint agreements between political subdivisions in its
<br />orders.
