MEMORANDUM <br /> <br />TO: <br />C( ': <br />FROM: <br />DATE: <br />RE: <br /> <br />Ry,a~ Schroeder, City Administrator <br /> Official ' <br />~ GlYh Huff, Building <br />i Janies Gromberg, Project Manager <br />iMa~ch 16, 1992 <br />iOn-Site Septic System Replacement Grant <br /> <br />On March 12, 1992 I attended a workshop on the Individual On-Site Wastewater Treatment <br />System Grant Program. The City of Ramsey does qualify for being placed on the funding list for <br />this grant pro ~g~'am provided that the City takes the following steps: <br /> <br /> 1) Adopt !a resolution requesting placement on the funding list. I have attached a <br /> resolution With the required information. The resolution must include: <br /> <br /> a) iDeSignating municipality as responsible party for submitting required <br /> ~ information. <br /> <br />b) i Authorizing City to submit future application. <br /> <br />2) <br /> <br />c) : Authorizing City official to sign documents for program. <br /> <br />DevelOp map showing planning area to be eligible. As we have discussed before, <br />tkis would include the area outside of the proposed MUSA area. <br /> <br />3) <br /> <br />4) <br /> <br />Generate preliminary list identifying addresses that may have failing or non- <br />conforming systems. This list will take some time to compile, however, the City <br />may want to declare all systems built before 1977 as eligible and inspect each site to <br />determine if the system is failing or non-conforming. The City may receive <br />reimbm'sement for up to 50% of the cost of site inspections. <br /> <br />Obtain median household income data for the City. This information will be <br />availahle from the 1980 census data which should help the City qualify for a higher <br />.ranking as tthis data will not reflect the higher value development that has occurred <br />~n recent years. <br /> <br />5) <br /> <br />6) <br /> <br />Develop estimated schedule of implementation of the program. <br /> <br />Adopt an ordinance adding the requirements of Minnesota Rules Part 7080 to the <br />City Code.' The City must also establish a maintenance plan for systems. This <br />would be the biannual publication of a R~rnsey Re. sident newsletter article.. <br /> <br />7) Acquire estimates of the cost for the replacement of the system. This fi~mn'e would <br /> be der,loped by multiplying those estimates by the total number to be replaced. <br /> <br />After completion and submittal of this information, the City Will be l~laced on the fundin~ list The <br />rank of the City onlthe funding list will be based upon the median household income (the lower the <br />median income, the higher the ranking). <br /> <br /> <br />
