Projects will be funded until ail $527,900 of available funds are expended. As this program would
provide for the funding of only 50% 9f the cost of repla?ement of the systems, the City should
follow the provisions of MS 429 to allow for speciall-y assessing the remaining cost to the
benefitted properties.

The proposed time frame for this program is as follows:

April 3, 1992
May 4, 1992
September 1, 1992
October 30, 1992
December 15, 1992

Applications due
City receives ranking and is notified if program is fundable
City submits completed application
Grant awarded
Construction begins

As this schedule shows, the actual construction on some systems may begin before the October
30th grant award with prior approval of the MPCA. Construction of most of the systems would
not occur until the Spring of 1993.

I would recommend that the City submit the first phase of the required information to be placed
upon the funding list. If the City fails to receive a ranking high enough to receive funds for this
grant period, it could then look to other programs to fund the replacement of systems in the
affected areas.

/COW
