City Code states that a conditmnal use <br />permit is,rCqUffed In order to maintain up to 2 horses on parcels ranging from 1.5 to 3.0 acres in <br />size. Th6 si~J~ti°~ Was brought to my attention and I forwarded a letter to Mr. Paulzine notifying <br />him that a ooti~iiti6hal use permit is required in order to maintain horses on less than 3 acres. As a <br />result of'm~ l~tt¢~ Mr. Paulzine has applied for a conditional use permat for the horses. Mr. <br />Paulzine'S P~ogert~'is approximately 2.04 acres in size and is located in the R-1 Rural Residential <br />Zone. <br /> <br />ObservationS: <br /> <br />Section 5~09~0 ~ or,he Ramsey City Code states that no stable or barn that houses animals may be <br />located withal 5.01 ~,eet of a place of human habitation and within 75 feet of property lines. The fence is constructed of 3-rail <br />vith?x4" pine fence posts. <br /> <br />e C~mmission met on Tuesday, February 18 and recommended approval of Mr. <br />test ~contingent upon the following: a) a minimum 500 square foot permanent <br />a~ [he horses being in place by December 31, 1992; b) the temporary structure <br />bZI~ecember 31, 1992; c) a favorable response to the request from neighbors; d) <br />aan~¢ of the fence; e) no exterior storage of hay. These items have been <br />to p~oposed conditional use permit. <br /> [ <br /> <br />' <br />~dZoning Commission met on Monday, March 2, 1992 and conducted a public <br />trig Mr. Paulzines request for a conditional use permit. There were no citizens <br />ab-li4 hearing to submit comments. However, there are written statements from four <br />re's. geighbors stating no objection to the'request. The Planning and Zoning <br />~o~ended adoption of the findings of fact and approval of the conditional use <br />~ with the recommendations of the Horse Care Commission except that there be <br />i 199~2 deadline for construction of the permanent structure and removal of the <br />tn Sl~ed. <br /> <br /> <br />
