The application was accompanied by a city Council <br />Resolu ion d~tea 01/15/92 <br /> _ <br /> <br />Shortly afte~ r~ceiving the premises permit application, this office was <br />notified th~ the Ramsey City Ordinance specifically prohibited more <br />than one o~ni~a~io~ from gambling at a single site or any buildings <br />adjacent tOe,he,site under common management. Our records reveal that <br />the Cystic ~br~sis Foundation has a valid lease and premises permit to <br />conduct laW~t~gambling at J.R.'s. Therefore, the issuance of a <br />premises pe~it~to the Anoka Ice Arena Association would appear to <br />violate the ~oc~l~ . ordinance. <br />Mary MagnusO~ of the Attorney General's Office contacted the City <br />Attorney in!~ar[y January in an attempt to resolve this confusion. <br />Subsequently!~ M~. Magnuson explained the problem to you as did her <br />colleague J~n ~arry. We have not received any indication that the city <br />has taken an~ a:tion to resolve 'this problem. <br />In fairness~o~he Anoka Ice Arena Association, this office would like <br />to resolve ~iS[matter as soon as possible. However, because it appears <br />the City ~COU~ci~ passed a resolution that may violate its own ordinance, <br />we are relu~an~ to take any action on the premises permit application <br />until this~tter is resolved by the City. <br /> <br />Please contact ~e as soon as possible with the city's proposed <br />resolution o~ t%is matter. <br /> <br />Sincerely, <br /> <br />Harry W.
