FEB 2 4 1992 OrganizatiOn~ Ahoka Ice Arena Association Dear Mr. sCh~oe~er: On 01/15/92, ith s office received an application for a premises permit from Anoka I~e~rena Association to conduct lawful gambling at J.R.'s in the city of~ Ram~ey. The application was accompanied by a city Council Resolu ion d~tea 01/15/92 _ Shortly afte~ r~ceiving the premises permit application, this office was notified th~ the Ramsey City Ordinance specifically prohibited more than one o~ni~a~io~ from gambling at a single site or any buildings adjacent tOe,he,site under common management. Our records reveal that the Cystic ~br~sis Foundation has a valid lease and premises permit to conduct laW~t~gambling at J.R.'s. Therefore, the issuance of a premises pe~it~to the Anoka Ice Arena Association would appear to violate the ~oc~l~ . ordinance. Mary MagnusO~ of the Attorney General's Office contacted the City Attorney in!~ar[y January in an attempt to resolve this confusion. Subsequently!~ M~. Magnuson explained the problem to you as did her colleague J~n ~arry. We have not received any indication that the city has taken an~ a:tion to resolve 'this problem. In fairness~o~he Anoka Ice Arena Association, this office would like to resolve ~iS[matter as soon as possible. However, because it appears the City ~COU~ci~ passed a resolution that may violate its own ordinance, we are relu~an~ to take any action on the premises permit application until this~tter is resolved by the City.
