An Open Bommg'.perm~t shall reqmre a non-refundable application fee. In the event the Open <br />Burning permit~app;lication is approved, the permit fee shall be volume based. Application and <br />permit fees shall beset annually by City Council resolution. However, the City Council may at <br />other times amgnd !ts resolution setting the fees as it deems necessary. The fees established by <br />City Council re$°lutjon shall continue to be the required fee until amended by a resolution. <br /> <br />7.83.07 PERMIT PROCESS FOR OPEN BURNING <br /> <br />Upon receipt o~f the. completed Open Burning permit application and permit fee, the City staff <br />person shall scbeda, lea preliminary site inspection to locate the proposed burn site, draft a fire <br />event safety plan, a~hd note special conditions. The materials to be burned may then be piled for <br />burning at which time a second inspection shall be scheduled to assess volume of material and <br />associated fees~ set 4:lates and times of permitted burn and review fire safety considerations. Two <br />days before b_ui'ning, the permit holder shall notify the City of Ramsey Fire Department of the <br />proposed burn.! <br /> <br />7.83.08 J>ERMIT HOLDER RESPONSIBILITY <br /> <br />Prior to starting ant Open Burn, the permit holder shall be responsible for confirming that no <br />burning ban or gtr qcahty alert ~s ~n effect. Every Open Burn event shall be constantly attended by <br />the permit hold}r orihis/her competent representative. The Open Burning site shall have available, <br />appropriate ¢0t~mU~3ication and fire suppression equipment as set out in the fire safety plan. The <br />Open Burn fire ~shal! be completely extinguished before the permit holder or his/her representative <br />leaves the s~t¢: ,At is! the responsibility of the permit holder to have a valid permit, as required by <br />this section; a~ailible for inspection on the site by the Ramsey Police Department, Fire <br />Department, M.P~ CAirepresentative, and/or DNR Forest Officer. <br /> <br />The permit hol~ler ~s responsible for compliance and implementation of all general conditions, <br />special conditions aj~d the burn event safety plan as established in the permit issued. The permit <br />holder shall be responsible for all costs incurred as a result of the burn, including, but not limited <br />to, fire suPpresSion ~nd administrative fees. <br /> <br />7.83.09 REVOCATION OF OPEN BURNING PERMIT <br />The Open Bu~ng Permit is subject to revocation at the discretion of the MPCA commissioner, a <br />DNR forest off~cer,!the City of Ramsey Fire Chief or the City of Ramsey Fire Warden. Reasons <br />for revocation: ihclude, but are not limited to: a fu'e hazard existing or developing during the course <br />of the burn, art',, of!the conditions of the permit being violated during the course of the burn, <br />pollution or nu~'san~e condmons developing dunng the course of the burn, or a fire smoldering <br />with no flame ~resent. <br /> <br />7.83.10 DENIAL OF OPEN BURNING PERMIT <br /> <br />If established ctite~a for the issuance of an open burning permit are not met or during review of <br />said application, it is determined that a practical alternative method of disposal of the material <br />exists, or a pOllBtio~ or nuisance condition would result, or if a burn event safety plan cannot be <br />drafted to the s~tisf~tion of the Ramsey Fire Warden and the Ramsey Fire Chief, then a City Staff <br />person may dCn~, th~ open burning permit application. <br /> <br />7.83.11 BURNING BAN OR AIR QUALITY ALERT <br /> <br />No Recreationai Fire or Open Bum will be permitted when the City or DNR has officially declared <br />a burning ban due t¢ potential hazardous fire conditions or when the MPCA has declared an Air <br /> <br /> <br />
