POLICY REGARDING THE USE OF CITY PROPERTY <br />RA~SEY POLICE DW. PARTMENT <br /> <br />PURPOSE: The use, by police department employees, of property,' <br /> owned and maintained by the city must be regulated ;.nj <br />controlled to assure that such use is not for th~ personal gain <br /> <br />or benefit of the user. <br /> <br />RATIONALE~ Property owned by the City, except for those items <br /> structures specifically designated for employee <br />as an employment benefit, shall be used exclusively for the <br />carrying on of official city business. All City properties <br />in a very real sense, owned by the citizens of the community <br />the CITY as an entity is the primary user and guardian of tho~:e <br />properties. It is neither ethical or proper for any City <br />employee or other official to convert, however temporary, any <br />City property to personal usage unless under specific authorlined <br />circumstances based upon the concept of overall benefit to the <br />City. <br /> <br />PROCEDURE: Definitions: <br /> <br /> Personal Use. Any use of property; real, fixed or movab].e <br />belonging to the City of Ramsey,for the primary benefit of any <br />employee when such use is not a part of the normal process of <br />conducting City business or function. <br /> City Property. Any property, whether it be real estate, <br />fixed and movable assets, utilities or any other objects uh~ch <br />considered to be in the sole ownership of the City of Ramsey or <br />jointl.y owned with another governing body, commissin or agency. <br /> Vehicle. Any device used for the transport of persons or <br />property, motorized or non-motorized or used as a maintenance <br />device and designed to be self-propelled, pushed or towed. <br /> <br />A. No member of the Ramsey Police department, sworn, non-suorn, <br /> part-time, Reserve group or others shall use a vehicle <br /> belonging to the city, for personal use unless prior <br />authorization as been given for such use by a Supervisor. For <br />pu'rposes of this policy the use of vehicles for usual and routine <br />lunch breaks and other authorized breaks are not considered a': <br />personal use. <br /> City owned vehicles may be used as transport to and from <br />seminars, schools, civic functions, meetings and other similar <br />occurrences if the primary purpose of attendance by the emplos~ee <br />is to conduct city business and prior authorization is receiv~,] <br />from a department Supervisor. In no event shall employees <br />transport any persons in a city owned vehicle unless such <br />transport is directly related to the performance of duties uithi'~ <br />the department and/or a department Ride~along uaiver is comic]et.' '] <br />and signed by the person transported. <br />B.
