POLICY REGARDING THE USE OF CITY PROPERTY RA~SEY POLICE DW. PARTMENT PURPOSE: The use, by police department employees, of property,' owned and maintained by the city must be regulated ;.nj controlled to assure that such use is not for th~ personal gain or benefit of the user. RATIONALE~ Property owned by the City, except for those items structures specifically designated for employee as an employment benefit, shall be used exclusively for the carrying on of official city business. All City properties in a very real sense, owned by the citizens of the community the CITY as an entity is the primary user and guardian of tho~:e properties. It is neither ethical or proper for any City employee or other official to convert, however temporary, any City property to personal usage unless under specific authorlined circumstances based upon the concept of overall benefit to the City. PROCEDURE: Definitions: Personal Use. Any use of property; real, fixed or movab].e belonging to the City of Ramsey,for the primary benefit of any employee when such use is not a part of the normal process of conducting City business or function. City Property. Any property, whether it be real estate, fixed and movable assets, utilities or any other objects uh~ch considered to be in the sole ownership of the City of Ramsey or jointl.y owned with another governing body, commissin or agency. Vehicle. Any device used for the transport of persons or property, motorized or non-motorized or used as a maintenance device and designed to be self-propelled, pushed or towed. A. No member of the Ramsey Police department, sworn, non-suorn, part-time, Reserve group or others shall use a vehicle belonging to the city, for personal use unless prior authorization as been given for such use by a Supervisor. For pu'rposes of this policy the use of vehicles for usual and routine lunch breaks and other authorized breaks are not considered a': personal use. City owned vehicles may be used as transport to and from seminars, schools, civic functions, meetings and other similar occurrences if the primary purpose of attendance by the emplos~ee is to conduct city business and prior authorization is receiv~,] from a department Supervisor. In no event shall employees transport any persons in a city owned vehicle unless such transport is directly related to the performance of duties uithi'~ the department and/or a department Ride~along uaiver is comic]et.' '] and signed by the person transported. B. No employee 'shall be alloued to use for personal benefit c!- gain any city property unless such use has prior authorization by a department Supervisor.
