Additional Information for Caee #4 · UTILIZATION OF CITY VEHICLES
TO be dtstrll3uted at the Budget Committee Meeting of January 28, 1992
By: Sandra Ashley Helllng, Finance Officer

Additional Background Information:

Since this case was writien, additional information has been received. City Vehicle #705
(t986 Ford LTD Crown Victoria) is assigned to the Fire Department. Dave Griffin, Fire Chiel,
has advised he uses this vehicle to drive back and lorth from his home to his place of
employment and for City business related travel (seminars, meetings, etc.). Our Fire Chief
respo,~ds (from his office or home) directly to fire call locations in this vehicle and further
advises the vehicle is not used outside the City limits except for City business related
travel.

I contacted Peter Tritz, League of Minnesota Cities Insurance Trust, and asked if there are
any coverage limitations or liability issues that might come into play in authorizing an
employee use of a City vehicle for travel to/lrom work, etc. Basically, Mr. Tritz stated the
coverage follows the vehicle. As 10ng as the City has authorized the employee's personal use,
the City's coverage is in effect. However, since t~is question has come up several times
recently, he will have one of the researchers review their files for guidelines, claims and/or
general information. They will get back to me if this review results in suggestions or
recommendations.

Mr. Tritz did caution that the IRS may view such travel to/from work authorization as a
fringe benefit to the individual.

Review Checklist:

City Administrator
Finance Officer

BC: 01/28/92

Copies also distributed to:

City Engineer
Police Chief
Public Works Supervisor
Fire Chief
Personnel Coordinator
Administrative Coordinator

!
I
I
I

I
I
I
I
I
I
