RAMSEY CODE ENFORCEMENT/CLEAN-UP DAY <br />By: Ryan R. Schroeder, City Administrator <br /> James Gromberg, Project Manager <br /> <br />CASE # <br /> <br />Background~ <br /> <br />It is the Staff ~eadiOg, given recent Council actions, that the community is either becoming more <br />cognizant of pjrope~y appearances or properties which have been neglected are becoming much <br />more apparent~ Th~,s has been demonstrated by the actions at the Council table concerning Stanley <br />Welsh, Gerald~Roc~t and F & R Enterprises. This being the case, Staff would like to suggest that <br />we commenCe~a PrOject that involves staff initiation of abatement proceedings in a fairly rigorous <br />fashion for thee properties deemed most out-of-compliance with ordinances relating to property <br />appearance, Cu~mir~ated by a 1992 spring clean-up event. What is contemplated is that if the City <br />approaches logg teB'n and or major stockpilers of auto hulks/garbage/debris providing notice that <br />we will atteml~ to: ~vork with them through the Spring Clean-up Day in order to rectify the current <br />situation, fOlloWed by rigorous enforcement and abatement, we will receive a sufficient result. In <br />the past the C!ty, !n conjunction with the Anoka Regional Sanitary Landfill, has sponsored a <br />Spring Clean-Up D ~y. This event has taken a variety of forms over the years, hoWever, the main <br />component of ~esid ents dumping one load free at the landfill has remained. The addition in past <br />years of majO~ aPl:liance and tire drop-offs were provided by the landfill at a reduced rate for <br />residents takin~ adx'antage of Clean-up Day. <br /> <br />The total cost of the 1991 Clean-up Day excluding City labor was: <br /> <br />1262 LOOse yards Tax only $7,092.44 <br />961i Tire's $.50 each 480.50 <br />172. Appliances $6.00 each 1,032.00 <br />1 Ti'actor tire 15.00 <br /> <br /> $8,619.94 <br />The City received the following fees from residents who took part in Clean-up Day: <br /> <br />Tires $637.00 <br />Tractor tire 15.00 <br />Appliances 972.00 <br />City's share of taxes 1,262.00 <br /> <br />$2,886.00 <br /> <br />The City also reCeiv~ed $205.00 from the sale of permits on Clean-up Day. This reduces the cost of. <br />the 1991 eventlto $15,528.94. <br /> <br /> <br />
