For the 1992 Clean-up Day, the following program is proposed:

1)

2)

3)

Each resident is allowed to take one covered load to the Anoka Regional Sanitary
Landfill.
Residents will be charged $1.50 per tire. (50¢ will be returned to the Keep America
Beautiful Program from Waste Management of Minnesota, Inc.)
Residents will be charged $8.00 per appliance.

Volunteers could be available to issue Clean-up Day permits free at City Hall after 5:00 p.m. until
8:00 p.m. the week before Clean-up Day. Permits will be sold on Clean-up Day for $5.00. The
City would also provide for roadside clean-up by local community service groups (4-H Clubs,
Boy Scouts, Girl Scouts, etc.). The groups doing the roadside clean-up would be treated to a
picnic lunch at Central Park after the clean-up activities.

In conjunction with Clean-up Day, the City would provide for the pick-up of vehicles from
resident's yards by local auto wrecking yards at no charge. Following this program, residents
found in violation of City Code Section 5.12, Condition of Premises will have action taken against
them by the City as described in Section 5.12.03 of the City Code.

For this Clean-up Day activity, residents will contact the City to have vehicles removed. The City
will provide a form for the resident's signature stating the name, model and description of the
vehicle. The form will also provide for the resident to declare the vehicle abandoned to allow for
City removable. In the contract with the hauler, a price would be set for each vehicle removed.
This price (estimated at $25 - $30 per vehicle) would be paid to the City by the hauler after
completion of the vehicle removal program.

Council Action:

Motion to direct Staff to complete the planning for 1992 Spring Clean-up Day with subsequent
funding review by the Budget Committee.

- and -

Motion to direct Staff on enforcement of nuisance ordinances.

Review Checklist:

Project Manager
City Administrator
Finance Officer
City Attorney

CC: 02/11/92

I

I

[
!

!
I
Ii

I
!
l'

I
I
I
i
I
