PUBLIC HEARING
PLANNING AND ZONING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramscy Planning and Zoning Commission conducted a public hearing on Tuesday, December
3, 1991 at the Rarnsey Municipal C~nter, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota,
55303 to hear a request for proposed rezonings from I-Industrial to RI-Rural Industrial and B-1
Business to KB Rural Business; Case of the City of Kamsey.

Members Pres~nu

Chairman Gerald Zimmennan
Commissioner David Bawden
Commissioner Benjamin Deemer
Commissioners Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thomd

Also Present:

Zoning Administrator Sylvia larolik
City Engineer Steve Jankowski

Members Absent: Commissioner Terry Hendriksen

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 7:37 p.m.

PRESENTATION

Zoning Administrator Frolik presented a map of the City of Ramsey. She stated there are certain
properties outside the urban area currently zoned B-1 and I-Indusmal which conflict with the City
Code. According to code, commercial properties outside the urban area should be designated
Rural Industrial or Rural Business. She stated the most significant impact to properties being
rezoned from t-Industrial to RI-Rural Industrial is the loss of Supply Yards and Athletic/Fitness
Centers as permitted uses. Properties being rezoned from B-1 Business to RB-Rural Business
would lose Funeral Homes and Adult Uses Accessory as permitted uses.

CITIZEN INPUT

Lyle Hagar, 5438 - 165th Lane N.W., Ramsey - stated he is concerned with the land west of
County Road #83. The property was pumhased zoned as B-1. He asked why the urban ama line
is on the road; businesses usually form on either side of the road and that the urban area should
therefore include both sides of the road.

Chairman Zim.merman stated that the boundary lines were approved by the Metropolitan Council.

Mr. Hagar expressed his concern with regard to value of the land. He stated the value may be
lower because of the uses not permitted under Rural Business.

Ms, Frolik stated she would consult w/th the City Assessor regarding a change in value resulting
from rezoning to Rural status.

Bob Muller, 16931 Helium Street N.W., Ramsey - stated that in 1974 he bought three acres from
Mr. Klemish which was zoned B-1. That is where the Super Value store and the bank is located.

Public Hearing/Planning & Zoning Commission/December 3, 1991
Page 1 of 3

I
I
I
I
I
!
I
I
I
i
I
i
I
I
I
I
I
I
I
