He stated his taxes are $3,116 now and the
value of his bi ildi~g was increased to $33,200 for 1992 without making any improvements on his
building.

ChaL,'rnan Zirr ~ne .v~nan stated Mr. Powers would have to discuss taxes with the City Assessor.
Mark Mahdi feld~.an attorney representing/lames Amble, Lot 2, Block 1, HY-10, Ramsey 4th
Additloni s~U d that the Ambles position is that the City of P~amsey is a nice place to live but the
distincfion'~ w~n Rural Industrial and B-1 is based upon availability of City water and sewer.
He felt this is ~ soj~nd decision, but the removal of outside storage as a permitted use of Indusn-ial
property, doe~not~[make sense. These are the uses that use the least amount of City sewer. If the
City seeks tb ~res~"ct or limit outside storage, it is discriminating against owners of property who
have spent:m~neY on their business who have outside storage. He asked what the City is trying to
accomplish!i~" m~)ving outside storage from a permitted use to a conditional use. If the value of the property is being
decreased, iflje c~anges should be consistent so that a conditional use permit is not required for
outside s~e. ,~Vith regard to "junk", there are other ordinances available to deal with that issue.
With regagl ~o ta~, es, the assessed value should coincide with the down zoning.
