CASE # <br /> <br />SQUAD CAR PURCHASE CONCEPT <br /> By: Mike Auspos, Police Chief <br /> <br />Background: <br /> <br />About four years ago, City Council accepted a plan to sell off or transfer to other City <br />Department(s) squad vehicles that had acquired 60,000 to 65,000 miles, based on information <br />regarding fleet practices in other governmental agencies and private concerns. With the current <br />complement of vehicles, this meant two cars purchased every year. Because of the budget <br />problems, the second car for 1992 was cut and only one was ordered. This means that one of the <br />cars that currently has over 60,000 miles wilI be in service until 1993 and will have approximately <br />90 to 95,000 miles by the spring of 1993. <br /> <br />The Investigator's car has over 170,000 miles on it and is not reliable for police use, even as an <br />investigation unit. I had planned on putting the patrol unit with the 60,000+ miles into the <br />investigator car slot and putting the one new car into patrol. Then in 1993 I could start trying to <br />work back into the two-car purchase, doing so by 1994. <br /> <br />I would like to request that the Budget Committee explore with me a concept that would get us <br />back into the rotation in 1993 and save perhaps $1,000 this year. <br /> <br />I propose placing the new (1992) car directly into the investigator car slot. Doing so would require <br />a very minimal set-up cost in that it only needs installation of a siren head and cone and an interior <br />stand for a portable rotating red light. The radio installation is done by Anoka County at no <br />charge. The patrol unit scheduled to go into the investigator slot would remain on patrol and there <br />would be no tear-down cost to switch its equipment into the new car. If this is done; however, it <br />would require the replacement of two patrol units in 1993 as there would be two with mileage of <br />approximately 95,000. Then in 1994, the two 1991 cars would reach 95,000 miles and be <br />replaced. That would put us back into a two-per-year rotation and the rotated vehicles would be <br />available for resale or inter-City Department use with about 65,000 miles on them. <br /> <br />What I am seeking from the Budget Committee is approval of this concept with implementation <br />only if the budget picture improves so as to allow it and if the Equipment Revolving Plan is put <br />into place. If the Budget Committee approves this, I will at least then put the new car into the <br />investigator slot and if it appears in a few months that the above plan cannot be accomplished, then <br />I can put that unit into patrol and put the patrol unit into investigation.
