Observationsl .
The points asslgneii to each district were based upon a blending of the individual district
components ~i~nt~fied at the July 30, 1992 Park and Recreation Commission Capital
Improvements Workshop. These items do not necessarily reflect the most important or highest
cost park need ~n th~tt district, but rather an assemblage of first step needs or items that might £~t
within a singl· ~tear'i~ budget request. Once complete developmental park plans are formulated for
each park, thet{tal:®st for each district can bc estimated and a development program based on the
point criteria .¢~ beienacted upon whatever schedule the City can accommodate. The intent is to
fully develop n~ghl~orhood parks as opposed to the incremental shotgun approach.

Even though ,h~ poi nts assigned, to a degree, reflect a measurement of individual components, it
does parallel th~atte ntion the City should pay to the recreational needs of the district.
