Savings $36,461. There would be an additional associated <br />savings of $3,700, making the total savings $40,161. <br /> <br />Part-time Engineering Assistant in Engineering: Fund at 1992 levels. During <br />construction season there is a high demand for inspection and drafting services. <br />This lessens during winter months although in-house projects such as park <br />planning could occur then. I believe that a more in depth analysis of current <br />technical service personnel levels is required. Savings $4,995. <br /> <br />Full-time Mechanic in Public Works: Do not approve the request. There has not <br />been satisfactory justification given to defend this position. There may be a <br />possibility that there is enough equipment throughout the City to keep a person <br />busy with maintenance, but the as yet unidentified additional cost of tools and <br />training to keep up on technology is cost prohibitive at the present time. Further, <br />shop facilities currently available are inadequate to efficiently utilize mechanic <br />services. Savings $38,992. <br /> <br />Part-time Temporary Laborer for Public Works: Do not approve the request. <br />As performed during the summer of 1992, the requested hours could be shared <br />with the part-time temporary help used in the Parks for the summer. Less time <br />should be allocated from the Public Works Supervisor in 'administrative tasks' and <br />more time spent as a working foreman. It is proposed that this position be allocated <br />1/2 time on equipment. The result is 1,040 "labor" hours which exceeds the <br />request in part-time hours. Savings $3,619, <br /> <br />Overtime for Public Works Maintenance Workers: Approve the request. The <br />amount is consistent with the amount used. In 1988 actual overtime for snow and <br />ice removal was $2,046 and $901 for 1989. Savings $0. <br /> <br />Part-time Temporary Driver for Snowplowing for Public Works: The Public <br />Works Supervisor has requested 522 hours at $11.50 per hour. This is the same <br />rate of pay as in 199I and 1992 when we paid an HEO rate, in error, to our full- <br />time staff. I suggest a reduction regardless of option to $10 per hour which <br />approximates the wage of our lesser tenured full-time Public Works Maintenance <br />Worker employees. Additionally, our Building Maintenance incumbent has <br />experience plowing snow. We will ensure that he receives any training necessary <br />to assist in snow emergencies. <br /> <br />We have seven full time persons in Public Works. With the addition of the <br />Building Maintenance person we have eight available and 10 pieces of equipment. <br />It should be noted that it is likely that an employee may be sick or on vacation <br />during a snow event, also that we will have periodic break downs in equipment. <br /> <br />Our goal with ten operating pieces is to remove the average snow within 16 hours. <br />This increases to 18 hours with 9 pieces and 20 hours with 8. <br /> <br />I recommend allocating 3 part-time positions, one of which is our Building <br />Maintenance Worker at $10 per hour, for a total of 360 hours or $3,600 in wages <br />and $4,341 in total cost to Public Works. This also will likely reduce the cost to <br />building maintenance in the amount of $1,251.
