Do <br /> <br />The current personal service budget and request has the position of Inspector at <br />1,040 hours - pm-time. Between 1980 and 1985 we averaged 61 new homes per <br />year. This has increased to 145 between 1986 and 1991 with an estimate of 247 in <br />1992. A post election interest rate increase is projected to reduce the activity from <br />1992 levels. I currently am estimating 175 permits for 1993. We have three <br />staffing options: <br /> <br />1) As a contract position this would allow staffing between March and October <br />when business is brisk at about 30 hours per week. <br /> <br />2) We are fortunate in having a staff person in Administrative Services qualified to <br />work under our Building Official. If the recommendation stands as presented <br />resulting in a reduction in force, the Administrative Services position could be <br />reallocated to whatever extent necessary. <br /> <br />3) Offer a pm-time position to the existing incumbent. <br /> <br />Our recommendation is to approve 1,040 hours as budgeted effective January 1, <br />1993. <br /> <br />During 1992 the Finance Department has been researching the contracting out of <br />our utility billing. It appears we will have the opportunity to contract with a local <br />vendor and experience only postage, forms, envelopes and meter reading (if <br />requested).
