MEMORANDUM <br /> <br />EXHIBIT: <br /> <br />/0 <br /> <br />DATE: Aug0st 31, 1992 <br /> <br />TO: Budget Committee r~ <br />FROM: ~yari Schroeder, City Administrato <br />SUBJECT: C. api~ Outlay <br /> <br />Attached for y~t~r r~view is a one page ranking, by eight Staff persons, of all of the original outlay <br />requests. AlsO~t~t~hed is the 1992 vehicle utilization report as of July 1992. Following that is a <br />reiteration of file P~t[blic Works equipment from the aforementioned report. The intent here is to <br />make it easier t ~ glean the availability of equipment to the Public Works Department. Next is the <br />five-year caPita outlay requests that are projected by the Public Works Department initiated in 1992 <br />from which ~{o nei0f this equipment has been purchased. Following is a memorandum, or a <br />portion thcreo: regarding Administrative Staff vehicles. Following that is a schematic regarding <br />potential sqUa~ rota~i_'on options. Next is a memorandum from Police Chief Auspos about squads <br />and the last tw/. ell ibits are regarding extra capital outlay requests that came in after the original <br />round. <br /> <br />Referencing b,~, k ta the top sheet, originally requested were $253,286 from the General Fund <br />budget to pur¢l~ase all of the pieces of capital outlay; I am recommending purchases of $29,082. <br />Included on .th~it lis are the first 20 items on the capital outlay ranking shown here as everything <br />between a squ. ~gl c~ and the cordless drill. I'm also recommending a bookcase for the Planning <br />and Zoning De~ar~_~ ent but I have changed the request from $440 to $900, pursuant to the memo <br />in the back of~the[package. I'm also requesting purchase of a 35mm camera for the Police <br />Department for~703 and finally a copy machine for the Community Development area in City Hall <br />for $1,200. This c~py machine has not been previously referenced; however, it was purchased in <br />1989 as a used ~,hine and is currently broken down. The repair of the machine would cost more <br />than the value ~ it; [therefore, I am suggesting replacement with a fairly basic copy machine. <br />I would like to ~peC!fically mention a few items. You will note by these exhibits that we currently <br />have seven Ag~ ~ini~trative Staff vehicles and five squad cars. I am recommending replacement of <br />one of those ~t lads[ with the squad to be replaced being handed down to Administrative Services. <br />I am recomme idin~ that we retain no more than five Administrative vehicles. If Council chooses <br />to replace tw~;>' s~uads rather than the recommended one, it would continue to be my <br />recommendafi¢in t~ retain only five Administrative vehicles. We have recently initiated a pool <br />system for us~, 5f th~se vehicles. After some review with this system, I may subsequently suggest <br />that we retain c ~ly four Administrative Staff vehiCles but I would like some time to evaluate how <br />the recently in~Pl¢~nented system is working out. I would also like to note that while I am <br />recommending!replacement of one squad, I firmly believe that this will relegate the Council to <br />absolutely replacing two squads in 1994. I would also suggest that the alternative exists to replace <br />two squads ini199~ and only one squad in 1994. Finally, it should be noted that the squad <br />recommended ~r x~placement is listed as the least expensive of the two requested, depending upon <br />the shifting of~se~ by the Police Chief of the various cars now. Council may be relegated to <br />budgeting the gea~r number of the two squads as opposed to that suggested here. That would <br />increase the budget ~equest by $602.00. <br />It should also b~ noted that while the Public Works Department requested replacement of a one-ton <br />dump, an ag traCtOr and a three-yard loader and purchase of a new skid loader and turf aerator, I;m <br />not recommen4ing 'eplacement of any of these. It is my position that the loader, if it's in as fine <br /> <br /> <br />
