shape as has been suggested by the Public Works Supervisor, can operate for several years yet.
Further that the ag tractor is in a similar situation, particularly given the suggestion that we will be
reducing ditch mowing in the urban area. I believe that purchase of a skid loader, versus possible
rental of a skid loader, is fairly similar in cost potential but in that this would be an added piece of
equipment, the problems created by location of the eouipment are greater than the benefit of having
one on hand. The turf aerator would be utilized only in the spring and in the fall and I would
suggest that if we need one we can rent one. Regarding the one-ton dump, you will note that it has
approximately 63,000 miles on it. It has been suggested that this vehicle has been burdened more
than the mileage would suggest; however, it has not been supported that any maintenance beyond
fluid changes has been required of the vehicle. It has been further suggested that this vehicle has a
high propensity to break down during an upcoming snow event this winter, I would suggest that a
new vehicle could break down just as easily. Further, in that we have 10 pieces of snow plow
equipment on average if one piece of equipment is not available, it will increase our plowing time
by two hours for that event. Replacing a vehicle on the premise that this will occur and costing the
General Fund $t9,000 is not justified to me.

Finally you will note that I am not suggesting replacement of the Fire Department tanker truck. In
considering replacement of this truck, I believe you should note the Public Works five-year capital
outlay requests and consider further what your ultimate desires will be about possible replacement
about any Public Works vehicles in 1993. You will note that the Public Works Supervisor has
suggested for 1994, purchase of a new backhoe and replacement of the Elgin sweeper. Further, he
will likely request again, replacement of the ag tractor, the Fiat-Allis loader, the one-ton truck and
purchase of a skid loader for 1994. Given all that and given that there is some likelihood that some
of this equipment may need to be purchased, it may make sense to begin setting aside dollars for
the tanker truck.

Recommendation:

Subject to your discussion and review, authorize $29,082 for purchase of the capital outlay
eqmpment as requested.

/jmt
