It is my understanding that the Personnel Committee has asked the Budget Committee <br />to review the proposed 1993 budget as to funds available for filling this existing <br />position. <br /> <br />Observations: <br /> <br />As we have not had temporary assistance during the three months of position vacancy, <br />Mary has worked as back-up in special assessments and has input fixed asset changes. <br />She has also performed many of the tasks of utility billing clerk; but as we expect to <br />contract out for utility services in the near term, no additional hours are requested for <br />this function. I have input budget information and that required for periodic reporting <br />functions, and am currently working input and summaries required for the City's <br />special assessment hearings. Identification and sorting work on the older capital <br />improvement funds, and requests for reimbursement of excise taxes and gopher feet <br />have been set aside for higher priority items. As with all things, there is an opportunity <br />cost to the time Mary and I spend in the functions normally performed by others. <br /> <br />At this time of the year we should have started preparing for our year-end <br />requirements; no work has been done in this regard. As Jennifer, our part-time <br />accountant, is expecting a child in April of next year, and will most likely be on leave <br />during the first quarter of 1993, as much preparatory work as possible should be done <br />in advance of the new year. <br /> <br />Staff Recommendation: <br /> <br />During the 1993 budget workshop sessions, it was the recommendation of our City <br />Administrator that this vacant position be filled and funded as half-time in the Finance <br />Office and half-time in Administrative Services. The duties for both department <br />assignments are deemed consistent with a salary grade 7. <br /> <br />Budget Committee Action: <br /> <br />Recommend/not recommend to Council that staff be authorized to post the position <br />opening and interview for filling the existing position of the Accounting Technician with <br />position assignment allocated 50% to the Finance Office and 50% to Administrative <br />Services. <br /> <br />or <br /> <br />Recommend/not recommend to Council that staff be authorized to solicit and interview <br />for filling the existing position of the Accounting Technician with a regular half-time <br />position in the Finance Office. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br />Administrative Coordinator <br /> <br />Copies also distributed to: <br /> <br />Personnel Coordinator <br />Senior Accountant <br /> <br />BC: 10/06/92 <br /> <br /> <br />
