Firsdit h{s been the City s general policy to requ~e connection to ~th municipal sewer <br />and water Thee ~e several reasons that I would recommend deviating from that requirement in <br />this case. Sine~ yOo are living alone on the property, there is obviously not a ~eat de~ of waste <br />water gene~ti~. ~onetheless, since you have a relatively l~ge lot of 2.2 acres with 430 feet of <br />frontage, there ~o~Id be an unusually high cost to semite your property relative to the app~ent <br />benefit. Additibnal~y, it would seem reasonable to oonclud~ that the long te~ use of at least p~ <br />of your prope~, b~ing located along Nowthen Boulev~d N.W., may be something other than its <br />cu~ent use.,r ~ <br /> <br />You have as~e~ fo~ a det~l of costs associated with the wate~ain hookup. As you know, a I2 <br />inch wate~ai~ e~ently exists the length of your property ~ong No,then Boulev~d N.W. ~is <br />wate~ain wa~ plaOed to se~e as a m~n =unk element of the City s water dis~ution system. <br />Nonetheless, i~ do~s provide the benefit of bringing sen, ice to your property. In si~l~ cases <br />where develoP}rs :~re required to install l~ger di~eter wate~ains through the~ developments, <br />they ~e requeited ~o pay the actual cost for up to an eight inch wate~n. Consistent with this <br />notion of lat~ be6efit, I would conclude that the value of semite to yo~ property would ~ount <br />to the cos~ of~an eight inch wate~ain placed for the 430 foot length of your property. A <br />reasonable c°~s~tion cost for this wate~ain is $12 per foot and no~al ~verhead to ~over <br />enzineefing, iispegtion and design, bonding, legal and incidental costs is 30% of const~ction <br />co~t. I would ~erefore conclude ~hat the lateral ~nefit to yo~ prope~, is $6,7~. <br />In addinon :o ~e lateral benefit ch~ge defined above, there ~e two othe~ h~kup fees r~u~ed for <br />connection tO ~he Municipal syste~ There is a $725 water avMlabilit3 ch~ge. This is used to <br />&fra3 the cost of.{he system s depreciation. %ere is ~so a $936 ~nk ~ater ch~=e. It is funds <br />generated by ~his charge that are utilized to provide the costs associated with wells, storage <br />s=uct~es ~d ~ve~sized mains such as the one that exists in front of your residence. %ere is also <br />a meter and in~lgfion fee totalling $167. <br /> <br /> <br />
