It is possible, however, to defer the majority of the above charges. The City <br />Council may defer the payment of any special assessment that exceeds $300 for any homestead <br />property owned by persons over 65 years of age for whom it would be a hardship to make the <br />payments. The Ramsey City Codes states that a financial hardship exists when the annual gross <br />income of the applicant for special assessment deferment does not exceed $I2,000. Providing you <br />meet the eligibility requirements, we propose deferring all but the $725 water availability charge <br />and the $167 meter and installation charge under such a program. The deferred assessment of <br />$7,637 would bear interest for a period of ten years and then be frozen at that level. The <br />assessment would need to be paid at the time of sale or title transfer of the property. Enclosed is an <br />applications which must be completed to take advantage of the deferred assessment. <br /> <br />As I indicated at the outset of this letter, your situation has unique circumstances and the City Staff <br />has had no similar situations.
