The rule of thumb is to try to get <br />sealcoating dcitte e~very five to seven years. The streets that are addressed this evening were last <br />sealcoat~ in i~9.:~, ! Mr. Jankowski stated that the streets will be inspected and larger cracks will <br />be filled. Tt!. e[Cil:y~ has grouped each subdivision into projects and the cost of the project reflects <br />the actual wok ~ing done such as the street preparation and sealcoating. Eighteen percent is <br />added to the:tl~e aO, tual construction costs to cover the overhead charges such as preparing plans, <br />coordinating Oe pOblic hearings and sending out for bids. The City pays one-half of the project <br />cost and the.r~matnder is divided equally among the units in the subdivision. Mr. Jankowski <br />stated that Pt, oj,ect~S92-01 is sealcoating 167th Avenue N.W. between Jaspar Street N.W. and State <br />Highway #47~-¢Tt/6~ road was built in 1972 and last sealcoated in 1985. This is an MSA street. He <br />added that in ~¢ p~ast, there has never been an assessment for MSA streets because it was funded <br />from the Stat~ T~)e City felt that since residents living on residential streets get assessed, the <br />people living oB 19I~A streets should also be assessed for benefit received. In this particular project <br />the. re are 19 la~downers along 167th Avenue N.W. and the assessment will be about $119.00 per <br />unit. <br /> <br />Tom Walsh, 65211~167th Avenue N.W., Ramsey - stated he did not get an invitation to the public <br />hearing regar~ng[the sealcoating. He stated there is a problem with the subsurface underneath as <br />there is wate~Coiiaing up from underneath the ground Mr Walsh stated that the road was <br />sealcoated a y~ar 1,~ter because of the poor paving job. He mqmred of Mr. Jankowski how the C~ty <br />could expeotdje reiidents along 167th Avenue N.W. to accept any assessment when there is such <br />heavy traffico~ th~lt road and the previous job was so poorly don_e,. He reported that the road east <br />of Yttrium Street ~.W. is so broken up that sealcoating alone won t do any good. <br /> <br />!
