Mr. Jankowski stated he would check the condition of 167th Avenue N.W. east of Yttrium.

Daryl Peterson, 6520 - 167th Avenue N.W., Ramsey - stated that in 1987 the street was widened.
The upgrading was done with MSA funds; however, the job was rushed through and it was very
poorly constructed. He felt that with the amount of traffic on that road, the MSA funds should be
used to pay for the sealcoating. He added that he counted 11 property owners as opposed to the 19
stated by City Engineer Jankowski.

Terry Kubat, 6530 - 167th Avenue N.W., Ramsey - stated that with the amount of traffic 167th
gets, it should not be considered a private residential road. It is not a side street and that maybe the
stores and the truck traffic should have to pay for the improvements.

Mr. Jankowski responded to these concerns by stating that the purpose of the improvement project
is maintenance, not rehabilitation or major repair. The sealcoating and crack filling program do not
add any strength to the pavement but merely protect the integrity of the existing structure. The
City's position is that it is fair to ask property owners on 9-ton design streets to share the same
costs involved in protecting the investment in the pavement as do property owners on 7-ton streets.
Commercial establishments having frontage on 167th Avenue N.W. will also be assessed.

Daryl Peterson stated he heard a rumor that 167th Avenue N.W. was going to be turned into a
County road or a State highway.

Mr. Jankowski stated there has been no discussion of that.

ADJOURNMENT

Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adjourn the public
hearing.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and
Zimmerman. Voting No: None. Absent: CouncilmemberBeyer.

The public hearing adjourned at 7:30 p.m.

Respectfully submitted,

/' Jo/Thieling
(~R/ecording Secretary

City Administrator

Public Hearing #92-01/City Council/March 10, 1992
Page 2 of 2
